Distinguished colleagues! Fellow Ukrainians!
We begin a regular meeting of the Government.
Today, our key priority is to strengthen the energy sector after the recent russia's terrorist attacks.
The situation is extremely difficult. More than 9 GW of generation capacity has been lost. The enemy continues to target energy facilities.
At present, Ukrenergo is once again forced to resort to scheduled power outages. This gives us time to restore and reinforce the power system.
We have a strategy consisting of five major blocks.
The first is to enhance our air defence system.
The second is to repair damaged equipment and build further defences against drones.
Third, and this is the key task now, is the decentralisation of the power system.
We have developed a set of measures:
Removing customs and bureaucratic barriers to the import of generators, solar panels, storage devices, inverters and other equipment into Ukraine
Supporting consumers who will install their private power generation facilities, including through the provision of soft loans.
Each regional centre should have facilities to support critical infrastructure. We are talking about dozens of mini-CHP plants across the country.
The fourth pillar of our strategy is international support and cooperation.
We raise the volume of assistance. The Ukraine Energy Support Fund already has more than EUR 494 million in transferred and pledged contributions.
We expect that there will be much more. In particular, Australia has recently declared more than USD 12 million in contributions, and Sweden has announced a contribution of EUR 42 million.
Estonia will donate an entire power unit of a 200 MW thermal power plant to Ukraine.
We appreciate this solidarity of our partners and friends.
We are also working on expanding imports from Europe to 2.2 GW.
The fifth pillar is energy efficiency and responsible electricity consumption. Our goal is to save money at all levels: from large enterprises to individual homes and apartments.
The consequences of russia's attacks on the energy sector are long-term. Therefore, saving will be part of our everyday life in the years to come.

Nowadays, the Government devotes considerable attention and resources to our resilience, addressing current challenges, and reinforcing Ukraine here and now.
Meanwhile, we understand that Ukraine needs to change in order to survive, win and have a European future.
Today we are adopting an important and unique decision to change our country. We are officially approving the Reform Matrix and the procedure for monitoring the implementation of the recommendations and requirements proposed by our international partners.
The matrix is a huge plan of changes that systemises reforms and includes officially approved recommendations and documents of the European Commission, IMF structural beacons, the Ukraine Facility Plan, and World Bank requirements.
Why is it called a reform matrix?
Because there is a clear prioritisation, sequencing and assessment of the impact of each reform on the growth of our economy and the recovery of our country.
This matrix was created with the assistance of the World Bank, and the envisaged reforms were analysed according to the methodology of the Harvard University Growth Lab.
More than 200 reforms are planned for 2024. About 400 indicators for their implementation have been developed.
The priorities are set as follows:
First, macroeconomic policies. This is the basis for economic recovery and our financial stability.
The second is institutional changes. We are talking about anti-corruption policy, law enforcement reform, and increasing the capacity of our state and regional institutions.
Third, structural reforms. These are policies related to human capital, trade facilitation measures, and improving the business environment. These are reforms in key sectors of our economy.
Today, we are also launching a special web portal that contains all the indicators, the content of the reforms, and the schedule for their implementation.
The reform matrix is a unique tool for our country. Everyone can see in real time that Ukraine is undergoing transformation.

Finally, let me return to the practical steps we are taking today to make Ukraine stronger.
We continue to mobilise the assistance of our partners for resilience and reconstruction.
Today we are passing a draft law on the ratification of the intergovernmental agreement between Ukraine and Korea. The Economic Development Cooperation Fund of the Republic of Korea will provide Ukraine with a loan of up to USD 2.1 billion.
We are also distributing funds from the International Bank for Reconstruction and Development under the ARISE project. This is UAH 2.4 billion to support our farmers. We are talking about loan guarantees to stimulate lending to small and medium-sized agricultural producers, as well as grants for small farms.
Another decision was made to attract a loan from the Council of Europe Development Bank in the amount of EUR 100 million. These are funds for the implementation of the HOME. Compensation for Destroyed Property project.
We are also to approve a mechanism to stimulate the creation of industrial parks.
Park founders will receive non-refundable funds for the construction of engineering and transport infrastructure or compensation for the cost of connecting to the power grid.
The amount is up to UAH 150 million, which will cover up to half of the costs, and up to 80% of the costs for the de-occupied territories.
Currently, 81 industrial parks are registered in Ukraine.
We expect the process to accelerate, and these sites will attract significant amounts of domestic and foreign investment.
