    Shmyhal Denys

    Prime Minister of Ukraine

    Born in 1975 in Lviv.

    Has higher education. In 1997 he graduated from Lviv Polytechnic National University with a degree in production management (mechanic engineering), engineer-economist. Ph.D. in Economics (2003).

    From 1995 to 2009 Denys Shmyhal served in leadership positions at enterprises in Lviv.

    From 2009 to 2013 he worked in Lviv Regional State Administration.

    In 2014 Denys Shmyhal was appointed deputy Head of the Main Department of the Ministry of Revenue and Duties in Lviv region.

    2015-2017 - Advisor‚Vice President‚ CEO, Member of the Supervisory Board of Lvivholod Ltd.

    2017-2019 - deputy Director General for social issues of PJSC DTEK Zakhidenergo, Director of DTEK Burshtyn TPP, acting deputy Director General for social issues, PJSC DTEK Zakhidenergo; Burshtyn, Ivano-Frankivsk region.

    From August 2019 to February 2020 – head of Ivano-Frankivsk Regional State Administration.

    On 4 February 2020, Denys Shmyhal was appointed Deputy Prime Minister of Ukraine, Minister of Communities and Territories Development of Ukraine.


     

    Petrashko Ihor

    Minister of Economic Development, Trade and Agriculture of Ukraine

    Petrashko Ihor graduated from Lviv Polytechnic National University and holds a bachelor's degree in business administration. In 2001 he received his MBA from the Vanderbilt University (USA). Has over 20 years of experience in management economics.

    Since April 2013 - worked as the Deputy CEO of UkrLandFarming PLC.

    On March 17, 2020 - appointed as Minister of Economic Development, Trade and Agriculture.

     In 1993 graduated from the Faculty of Economics of Kyiv University (specialty - political economy). In 1996 completed his postgraduate studies. In 1997 completed the Comprehensive course in applied market economy in Joint Vienna institute.

    In 1996 he defended his PhD thesis "Strategy and tactics in state regulation of market economic systems" at Kyiv University. In 2016 protected Doctor’s thesis “Institutional Determination and Subjectness of Economic Strategies’ Creation”.

    Since 1993 - Senior Consultant, Since 1997 - Head of Department, since 2009 - Deputy Director, from 2010 2014 - First Deputy Director of the National Institute for Strategic Studies.
    Since October 2014 - Leading Researcher at the Institute of Economics and Forecasting of NASU.
    In 2014 - 2016 – advisor for the President of Association of taxpayers of Ukraine.
    In 2016 - 2018 – Head of economic programs, Institute for social and economic research. Since 2018 - Deputy Director of the National Institute for Strategic Studies.

    Author (co-author) of 6 monographs, more than 60 published study reports, about 60 research articles, more than 100 articles in mass-media on the issues of macroeconomics, business development, competitiveness, economic policy performance, regional development.

    Anders Åslund

    Senior fellow in the Eurasia Center at the Atlantic Council

    He also teaches at Georgetown University. He is a leading specialist on economic policy in Russia, Ukraine, and East Europe.

    Dr. Åslund has served as an economic adviser to several governments, notably the governments of Russia (1991-94) and Ukraine (1994-97). He is chairman of the Advisory Council of the Center for Social and Economic Research, Warsaw, and of the Scientific Council of the Bank of Finland Institute for Economies in Transition. 

    Previously, he worked at the Peterson Institute for International Economics, the Carnegie Endowment for International Peace, the Brookings Institution, and the Kennan Institute for Advanced Russian Studies at the Woodrow Wilson Center. He was a professor at the Stockholm School of Economics and the founding director of the Stockholm Institute of East European Economics. He served as a Swedish diplomat in Kuwait, Poland, Geneva, and Moscow. He earned his PhD from Oxford University.

    Willem Buiter

    Senior fellow at the Council of Foreign Relations

    He is a visiting professor at the School of International and Public Affairs (SIPA) at Columbia University and a member of the Advisory Scientific Committee of the European System Risk Board (ESRB). He also works as an independent economic consultant and speaker.
    He was global chief economist at Citigroup from 2010 to 2018 and a special economic advisor at Citigroup from 2018 to 2019. Previously, he was an advisor to Goldman Sachs International from 2005 to 2009, chief economist and special counsellor to the president of the European Bank for Reconstruction and Development from 2000 to 2005 and an external member of the Monetary Policy Committee of the Bank of England from 1997 to 2000.
    He began his career as an academic at Princeton University and has held professorships at Yale University, the London School of Economics, Cambridge University, the University of Bristol, and the University of Amsterdam. He earned his PhD at Yale University as a student of James Tobin.
    He was made a Commander of the British Empire (CBE) in 2000 for "services to economics."

    Valeriy Heyets

    Director of the State Institute "Institute of Economics and Forecasting of the National Academies of Sciences of Ukraine"

    Graduated from the Mechanics and Mathematics Faculty of Kyiv State Taras Shevchenko University (specialty – mechanics) (1963 – 1968). 

    Valeriy Heyets successfully combines his professional activities with socio-scientific and public ones: in 1998-2009 he was Academician-Secretary of the Economics Department of the National Academy of Sciences of Ukraine; 

    since 2014 – Member of the Scientific and Technological Council for Technological Regulation at the Ministry of Economic Development and Trade of Ukraine; 

    since 2015 –  Member of the Scientific and Expert Board of the Public Council at the National Bank of Ukraine;  

    since 2016 – Member of the Commission on the Improvement of Methodological and Reporting Documentation of the State Statistics Service of Ukraine; 

    since 2016 – Member of the Provisional Working Group on the Upgrading of the Kyiv Development Strategy Until 2025, and since 2017 – Member of the National Committee for Industrial Development. 

    Libanova Ella

    Director of the Institute of Demography and Social Research of the NAS of Ukraine

    Born February 12, 1950 in Kiev. She graduated from Kyiv. Institute of National Economy (1971).
    In 1978-2003 she worked at the Council for the Study of Productive Forces of Ukraine of the National Academy of Sciences of Ukraine (since 1991 - Head of the Department), since 2003 - Deputy Director, since 2007 - Director of the Institute of Demography and Social Research of the NAS of Ukraine; since 2009 - also Academician-Secretary of the NAS of Ukraine Branch

    Scientific works are related to demography, labor economics, social economy and politics. Participated in the development of a methodology for measuring sustainable human development, in particular in the development of a system of statistical indicators

    Erik Nayman

    Head of the Wealth Management department of the Capital Times Investment Company

    The author of 5 books on investing, trading, mathematics, and psychology of the global financial markets, including the bestsellers Small Encyclopedia of the Trader, The Way to Financial Freedom and How to Buy Cheap and Sell High.

     rik held the first transactions on financial markets, including the clients' assets management, in 1995.

    Aleksandr Paskhaver

    CED President

    Economist. After graduating from the Kyiv Institute of National Economy went for post-graduate studies in the USSR Academy of Sciences' Institute of Economy (Moscow). Candidate of Economic Sciences, Associate Member of the Academy of Technological Sciences of Ukraine, Honoured Economist of Ukraine, Adviser to President of Ukraine.

    While a leading research fellow of the National Academy of Sciences of Ukraine's Institute of Economy in 1971 though 1992, dealt with researches of economic efficiency, privatisation and demonopolisation issues.
    In 1992-1994 was a Leading Expert of the Centre of Market Reforms, consultant at Putnam, Hayes and Bartlett and Kiev-Reforma Foundation.
    An active participant of the process of market reforms implementation in Ukraine's economy in his own right, A. Paskhaver in 1995 became one of the initiators of the creation of the Centre for Economic Development and now is its continuous President and the Chair of the Editorial Board of the Monitoring of the Economy of Ukraine Analytical Information Bulletin.
    At various periods he was also the Advisor to the President, Prime Minister, deputy Prime Minister, Minister of Economy and to the Chair of the State Property Fund of Ukraine.

    Yevhen Pentsak

    Ph.D. Lausanne University, PhD (Mathematics, L’viv National University named after I. Franko), Lecturer in Management at the National University of Kyiv-Mohyla Academy, teaches Economics, Finance, Investments and Risk Management at Kyiv-Mohyla Business School (KMBS), Business Analytics at Ukrainian Catholic University, Managerial Economics at IPM Business School in Minsk jointly with Leon Kozminsky Academy (Warsaw). Yevhen is a head of Master of Business Analytics and Finance (MBAF) program at KMBS.

    Yevhen also taught financial mathematics at Lausanne Polytechnic Institute (ETH), econometrics at the University of Lausanne (UNIL) and investment management at Erasmus University in Rotterdam (EUR), and worked as an analyst at the Institute for Health Economics and Management (IEMS) in Lausanne.

    Y. Pentsak is the author of many scientific publications on economics and risk management and participated in many international economic conferences. Yevhen is also a partner of two companies, Finart Smart Solutions and Modex Ukraine.

    Oleg Ustenko

    Executive Director at The Bleyzer Foundation

     Mr. Ustenko joined The Bleyzer Foundation in 2004 and since then has been actively involved in all major projects, including assessments in macroeconomics, investment and the overall business climate in the regions of analysis.  He also acts as a consultant to the Ukrainian government and other CIS countries. He is an active participant at major economic and business conferences in the region and is one of the most published and quoted economists in Ukraine.

     Prior to joining The Bleyzer Foundation, Mr. Ustenko was involved in different economic policy-oriented projects of The World Bank, OECD, governments of CIS countries and leading universities including Harvard University and MIT.

    Mr. Ustenko has a Master’s Degree from Harvard University and a Ph.D. from Kiev State Economics University. He also attended the Ph.D. program in economics at Brandeis University.
