National security and defence

In 2026, additional financing from international partners is envisaged to support weapons production and meet the needs of the Armed Forces, with a total defence budget of US$120 billion (including contributions from Ukraine and its partners). At least 50 percent of arms-procurement expenditure will be directed to purchases of domestically produced goods.

The Government will advance the transformation of the defence forces; implement a unified policy for the construction of fortifications and protective structures, electronic warfare (EW) systems, and airspace protection; scale up domestic production drawing on Denmark’s experience; introduce a special legal regime to support enterprises of Ukraine’s defence-industrial complex (“Defence City”); foster defence innovation; and improve conditions of military service.
