At a session on 4 June, the Government officially approved the Reform Matrix and the procedure for monitoring the implementation of recommendations and requirements proposed by international partners. This was announced by Prime Minister Denys Shmyhal.
“The matrix is a huge plan of changes that systemises reforms and includes officially approved recommendations and documents of the European Commission, IMF structural beacons, the Ukraine Facility Plan, and World Bank requirements,” noted the Head of Government.
The Prime Minister has emphasized there is a clear prioritisation, sequencing and assessment of the impact of each reform on the growth of our economy and the recovery of our country.
“This matrix was created with the assistance of the World Bank, and the envisaged reforms were analysed according to the methodology of the Harvard University Growth Lab. More than 200 reforms are planned for 2024. About 400 indicators for their implementation have been developed,” accentuated Denys Shmyhal.
The Head of Government also voiced the priorities set out in the Reform Matrix. These include, macroeconomic policies as the basis for economic recovery and our financial stability, as well as institutional changes envisaging anti-corruption policy, law enforcement reform, and increasing the capacity of our state and regional institutions.
“Third, structural reforms. These are policies related to human capital, trade facilitation measures, and improving the business environment. These are reforms in key sectors of our economy,” added the Prime Minister.
Besides, the Government is launching a special web portal that contains all the indicators, the content of the reforms, and the schedule for their implementation. According to Denys Shmyhal, it is a unique tool for our country allowing everyone to see in real time that Ukraine is undergoing transformation.
