Denys Shmyhal: For the first time in nearly 20 years, the Ministry of Energy has invested funds from the financial reserve in government bonds
For the first time in nearly 20 years, the Ministry of Energy of Ukraine has purchased domestic government bonds (DGB) using funds from the financial reserve. This was announced by the First Deputy Prime Minister of Ukraine and Minister of Energy, Denys Shmyhal.
“Almost UAH 400 million have already been invested in government securities, and in total, in 2026, the volume of such investments will amount to around UAH 785 million. In the future, these funds will be used to finance the decommissioning of nuclear facilities,” emphasised Denys Shmyhal.
As the Minister of Energy noted, the purchase of DGBs had been the first step in implementing the mechanism for managing the financial reserve funds, as provided for by law.
The financial reserve is built up through regular contributions from JSC NNEGC Energoatom, which transfers UAH 65.4 million to a special fund each month to ensure the future decommissioning of nuclear facilities.
At the same time, for a long period, the reserve funds were not actually invested in financial instruments designed to preserve their value. As a result of inflation, the funds accumulated by 2025 have lost a significant portion of their real value.
Denys Shmyhal emphasised that investing the financial reserve in government bonds would protect the funds from inflation, preserve their purchasing power and ensure that the reserve is further replenished through income from government securities.
Ukraine is consistently developing a system of financial provision for the future decommissioning of nuclear facilities in accordance with international obligations and global best practice.
“Investing funds from the financial reserve in domestic government bonds is a reliable and effective tool for managing state resources. This will help strengthen the financial stability of Ukraine’s nuclear safety system and enhance the state’s ability to fulfil its obligations in the field of nuclear and radiation safety,” added Denys Shmyhal.
