Ministry of Finance: A UAH 3.7 billion resource – the total value of 569 state-guaranteed loans issued in May to micro, small and medium-sized enterprises

As part of the support for micro, small and medium-sized enterprises (MSMEs) in Ukraine, 57,932 loans totalling UAH 205.4 billion have been issued since the introduction of the portfolio-based state guarantee scheme in December 2020.

During the period of martial law, entrepreneurs received 52,707 such loans totalling UAH 194.8 billion from authorised banks.

In May this year, 569 loan agreements were concluded for a total of UAH 3.7 billion.

As of 1 June 2026, 30 lending banks were servicing 20,319 loans totalling UAH 84.2 billion. Liabilities on the principal debt, which are partially secured by state guarantees on a portfolio basis, amounted to almost UAH 37.6 billion. This represents 62 per cent of the total limit of current guarantees (UAH 60.4 billion).

The following banks lead in terms of loan amounts:

• PrivatBank – 12,818 loans totalling UAH 22.8 billion, representing 44 per cent of the limit for such guarantees granted to the bank;

• Oschadbank – 3,165 loans totalling UAH 13.3 billion (61 per cent of the bank’s limit);

• PUMB – 765 loans totalling UAH 10.2 billion (79 per cent of its limit);

• Ukrgasbank – 546 loans totalling UAH 9.8 billion (82 per cent of its limit);

• Ukreximbank, which also acts as an agent under the state portfolio guarantee programme, is servicing 811 loans totalling UAH 9 billion (52 per cent of its limit).

The largest volume of such loans is being serviced in Kyiv – 2,450 loans totalling UAH 12.6 billion – as well as in the following regions:

• in the Dnipropetrovsk region – 1,815 loans totalling UAH 6.7 billion;

• in the Kharkiv region – 988 loans totalling UAH 6.5 billion;

• in the Lviv region – 1,541 loans totalling UAH 6.2 billion;

• in the Kyiv region – 1,295 loans totalling UAH 5.3 billion;

• in the Odesa region – 1,331 loans totalling UAH 4.9 billion.

By sector, the manufacturing industry ranks first – 5,159 loans totalling UAH 29.9 billion – followed by other sectors:

• agriculture – 3,304 loans totalling UAH 24.3 billion;

• wholesale and retail trade, and vehicle repair – 8,200 loans totalling UAH 20.8 billion;

• transport, warehousing, postal and courier services – 1,032 loans totalling UAH 2.4 billion;

• construction – 785 loans totalling UAH 2.2 billion;

• supply of electricity, gas, steam and air conditioning – 62 loans totalling UAH 1.2 billion.
