We are introducing a new mechanism to speed up the restoration of housing after shelling: Oleksii Kuleba

The Cabinet of Ministers of Ukraine has adopted a decision that allows communities to faster begin restoring apartment buildings and dormitories damaged by russian attacks.

After the recent shelling of Kyiv, the President of Ukraine set the task of making the restoration of housing more efficient and understandable for people. The Government team has developed a new mechanism that significantly reduces the time required to complete the work, while maintaining transparency and compliance with all construction requirements.

"We must ensure that every family whose home has been damaged can count on real help — not on paper, but within specific time frames. That is why we are launching a mechanism that allows communities to act faster. This means the ability to go through all stages of restoration in parallel – from technical inspection to the start of work. Without unnecessary delays, but with full recording in the electronic system," said Deputy Prime Minister for the Restoration of Ukraine – Minister for Communities and Territories Development Oleksii Kuleba.

Previously, in order to begin the restoration of a damaged apartment building, communities had to go through each stage of the permitting process in sequence: inspection, design, expert review, and conclusion of a contract with a contractor. This prolonged the process, even if funding was already available.

The new algorithm allows: Key stages to implemented in parallel; Construction work to be started based on ready-made design solutions – even before the completion of the expert review; All actions to be tracked in the Unified State Electronic System for Construction, with mandatory submission of design documentation and expert conclusions.

The Government decision will also speed up compensation payments under the eVidnovlennia program. Thanks to the simplified procedures for recording damage and technical inspection of housing, people will have the opportunity to submit applications for compensation faster.

Separately, there is envisaged an opportunity for targeted payments from local budgets to families whose homes have been damaged, as well as compensation for temporary accommodation costs until repairs are completed or new housing is obtained.

Participation in the new model is voluntary. Each community decides independently whether to apply it.
