The reform of education introduced by the Government of Ukraine, one of the directions of which is the provision of the sufficient amount of places in kindergartens and the introduction of the principles of the New Ukrainian School, aims to build up a quality environment for children - from birth to adulthood. Prime Minister of Ukraine Volodymyr Groysman said during the Government sitting, which dealt among other things with the presentation of a new draft law on secondary education. The document has several major directions that concern both the educational process and the opportunities for children with difficult illnesses to study in medical institutions, the opportunity to study in the "mother" language according to recognized standards of the European Union and with the simultaneous mastery of the official language, new opportunities for teachers to develop competences, etc.
"We face the challenge - to create a quality environment for children from birth to adulthood. We must create relevant conditions to enable everyone to forge his/her own path. And this is about health, social protection, support and, of course, education. The education process should be uninterrupted", said Volodymyr Groysman. "We began to work on providing places in kindergartens. Three years ago, the queue to attend kindergartens was exceeding 90,000 children. Up to now, it has been reduced by 60,000. By 2020, queues in kindergartens should be removed. We have certain solutions and opportunities for that."
The Head of Government recalled that the Cabinet of Ministers allocates a sum worth UAH 50 billion for the regional support programs. And part of these funds will be directed to the construction of preschool institutions.
"The next stage is the New Ukrainian School. It is not easy to implement new instruments. But decentralization and support through budget subventions are underway. In the past, lack of diligence and financial mechanisms deprived children of the right to education. We put in practice the necessary tools. Recently we have visited a school in Rivne region. What does the teacher say there? Children want to go to school! Teacher's salary increased by 75%. This is not enough, but this is a proof of the efficiency of steps being implemented by the Government", Volodymyr Groysman underscored.
According to the Prime Minister, the further step is upgrading secondary education, new standards of vocational education and higher education.
"Today we are presenting a new law on secondary education. We will appeal to the Parliament to consider and approve the document as soon as possible", Volodymyr Groysman underscored.
