The strategy of Ukraine that envisages switching to green auctions and IRENA expert advice made by the International Renewable Energy Agency (IRENA) on this issue were discussed by the participants of the international conference held at the Parliament on the initiative of the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety, the State Agency for Energy Efficiency and Energy Saving with the support of the UK Good Governance Fund.
Head of the State Agency for Energy Efficiency and Energy Saving (SAEE) Serhii Savchuk together with the lawmakers expressed a unanimous view that the model of auctions should take into account the needs of the consumer and should help establish the real market price for "green" electricity.
"The winner of an auction will become a person who offers the best offer - a lower price. As a result, clean energy will be cheaper for consumers, andinvestor will sell electricity at auction price for a period of 20 years", Serhii Savchuk said.
At the same time, as the Head of SAEE noted that, it is important not to slow down the pace of development of renewable energy.
Apart from that, Serhii Savchuk is convinced that the mechanism of auctions should include balanced development of all sectors of clean energy.
"For example, according to the goals of the Energy Strategy of Ukraine until 2035, the share of solar energy in the energy balance will be only twice higher than bioenergy. However, the difference between the sectors is enormous today: it is set to 13 times less power than bioenergy than solar power. Therefore, in order to achieve the goals of the national strategy, today it is necessary to stimulate the generation of electricity from biomass, biogas", Serhii Savchuk said.
