Denys Shmyhal: State has formed the Single Project Pipeline, which includes 787 projects

In 2024, President Volodymyr Zelenskyy initiated a comprehensive Made in Ukraine policy to support domestic producers. As Prime Minister Denys Shmyhal said during the Question Time for the Government, its implementation yielded positive results over the year.

In particular, the Government invested UAH 11 billion in the development of small and medium-sized businesses under the eRobota grant programme.

“This has generated 60,000 new jobs. This year, the budget provides UAH 1.4 billion to finance grants,” said Denys Shmyhal.

The Affordable Loans at 5-7-9 programme has also been extended until 2025, with UAH 18 billion allocated in the state budget.

According to the Prime Minister, 1,600 Ukrainian producers and 8 million citizens have joined the National Cashback programme, of which 4.5 million are active users.

“We are forming a culture of support for Ukrainian producers, a habit of buying Ukrainian products and appreciating Ukrainian quality,” the Head of Government stressed.

According to Denys Shmyhal, last year, 8,500 Ukrainian families, including military personnel, used the eOselia programme. An additional UAH 20 billion has been allocated for the implementation of the programme in 2025.

“One hundred industrial parks have already been registered. The state has allocated UAH 1.1 billion to develop their infrastructure, which will help attract investment faster. According to the calculations of the relevant ministry, each hryvnia invested will generate up to 6 hryvnias of private investment,” the Prime Minister said.

The Government is also actively developing compensation mechanisms for the purchase of Ukrainian equipment, including agricultural and energy equipment. The School Bus programme will continue. According to the Prime Minister, UAH 1.6 billion will be allocated for the purchase of Ukrainian-made school buses in 2025.

“We support farmers with grants, affordable loans and subsidies. The priority for 2025 for the agricultural sector is to demine agricultural land and return it to cultivation, further develop agricultural processing, support small and medium-sized farming, and focus on the frontline areas where farmers need additional assistance,” said Denys Shmyhal.

In addition, in 2024, the Government is focusing on key reconstruction priorities: energy, schools, hospitals, housing, and humanitarian demining.

According to the Prime Minister, 155 schools and 124 medical facilities have been restored, 640 infrastructure projects have been implemented, and the area of potentially mined land has been reduced from 174,000 to about 139,000 square kilometres.

“As part of the eVidnovlennia programme, over 46,000 families received UAH 4.7 billion in compensation for damaged and destroyed housing in 2024. Housing certificates worth UAH 4.4 billion were issued to another 2,800 families. The Government has additionally reallocated UAH 15 billion for compensation for damaged and destroyed housing for IDPs,” the Head of Government noted.

According to the Prime Minister, in 2025 UAH 4 billion is allocated for the eVidnovlennia programme. Its funding will be increased by funds from the use of frozen russian assets.

In addition, the state has formed the Single Project Pipeline, which includes 787 projects. According to the Prime Minister, the programme will be funded from various sources to the tune of over UAH 224 billion in 2025.

“Funding will be provided under the new Public Investment Management system. Its purpose is to effectively use not only budget funds, but also to direct the resources of our partners to priority projects that meet the country’s strategic goals in the context of a full-scale war,” said Denys Shmyhal.
