Yulia Svyrydenko: Government approves mechanism for allocating UAH 40 billion to prepare for the next heating season

At the final meeting of the current Cabinet of Ministers of Ukraine, the Government approved the mechanism for allocating UAH 40 billion to preparations for the winter under the Resilience Plans. The Verkhovna Rada approved the corresponding amendments to the State Budget in June, Prime Minister of Ukraine Yulia Svyrydenko announced.

“The comprehensive Resilience Plans remain one of the Government’s key priorities. We are systematically preparing the country for the next winter, and implementation of the Plans is underway in every region of Ukraine,” the Prime Minister said.

In total, UAH 67.8 billion from the State Budget has already been allocated for the implementation of the Resilience Plans, with a further UAH 9.6 billion provided from local budgets.

The Government developed the Resilience Plans jointly with the regions from March this year, in accordance with a decision of the National Security and Defence Council of Ukraine. Their primary objective is to prepare critical infrastructure for the next heating season and ensure that people continue to have access to heating, water and electricity even amid continued attacks.

The approved mechanism provides for funding to be allocated to:

• protecting critical infrastructure facilities;
• developing distributed generation and backup power sources;
• ensuring uninterrupted water supply and wastewater services;
• improving the resilience of district heating systems;
• modernising utility networks and municipal infrastructure.
