Yulia Svyrydenko: Government adopts comprehensive measures to develop the labour market – combining digitalisation, training, grants and support for veterans
Prime Minister of Ukraine Yulia Svyrydenko announced that today’s Cabinet meeting was dedicated to labour market development. According to her, Ukrainian businesses are currently facing a skills shortage, so the state is focusing on expanding employment opportunities, retraining, and support for veterans and employers.
“We have adopted a package of measures combining digitalisation, training, grants, and support for veterans, their families, and employers. This will enable people to find jobs faster and businesses to secure the necessary workforce,” noted the Prime Minister.
Key Government decisions:
Enhanced Support for Veterans
- Veterans will receive higher wages – up to UAH 16,000 – while participating in community service work.
- Employers hiring veterans for at least one year will receive 100% salary compensation for six months (up to 1.5 times the minimum wage).
- Veteran support specialists will be authorised to submit unemployment status applications on behalf of veterans (with consent) and assist with grants, training, and vouchers.
“This creates real opportunities for the social adaptation and economic independence of defenders,” emphasised Yulia Svyrydenko.
Digital Ecosystem Obrii
The Government has endorsed the launch of the new digital ecosystem Obrii, administered by the State Employment Service.
Via Diia, users will be able to:
- Register as unemployed;
- Apply for assistance;
- Officially resign from jobs in temporarily occupied territories;
- Receive a grant of up to UAH 15,000 for retraining.
The Obrii system will automatically identify those who have lost jobs and match vacancies based on skills, experience, and location (AI-matching). Real-time analytics will help the state and businesses forecast skills needs. All key state institutions will be integrated into the system. The State Employment Service will serve as administrator.
Proactive Support for Ukrainians Who Have Lost Jobs
If a person remains unemployed 60 days after losing a job, career advisors from the employment service will proactively offer vacancies, training, retraining, or grants – even before unemployment status is registered.
This means state assistance will begin before, not after, a person applies for it.
Unified Qualifications Register
The creation of a unified qualifications register has been approved – a modern electronic platform containing systematised information on:
- Professional standards;
- Qualification centres;
- Accreditation experts.
Access to the Register will be open and free. Citizens will be able to find qualification centre addresses, professional requirements, and career development opportunities, while employers can use the data for recruitment and staff development.
