Yulia Svyrydenko: Government provides a comprehensive support package for people, businesses, ensuring security, as well as frontline communities

Frontline communities face shelling on a daily basis. Yet people continue to live there, and their standard of living must remain decent. That is why the Government is providing a comprehensive support package for people, businesses, providing security, as well as frontline communities. This was emphasized by Ukrainian Prime Minister Yulia Svyrydenko.

Safe education

“We are ensuring safe and accessible education for children—despite all the challenges,” the Head of Government stressed.

For this year, the Government has envisaged UAH 5 billion for underground schools and UAH 1 billion for underground kindergartens.

To transport children to educational institutions in 2026, the State Budget stipulates UAH 2 billion for the purchase of more than 540 school buses. Of these, approximately 200 will be available for purchase by communities in frontline regions.

Over 728,000 students in grades 1–11 in frontline regions receive free meals. Monthly bonuses of UAH 4,000 have been preserved for over 25,000 teachers.

Healthcare

“We are maintaining access to medical services in frontline communities,” emphasized Yulia Svyrydenko.

Primary medicine receives +20% funding, allowing doctors to continue seeing patients even in combat zones.

Since October, emergency medical personnel in combat zones have received over UAH 350 million in bonuses, which has allowed for an increase in their salaries. An additional UAH 1.1 billion has been allocated to raise the salaries of medical staff at specialized facilities.

Housing programs for medical personnel in frontline villages have been expanded.

Young doctors receive UAH 200,000 and come to work in communities where the need is greatest.

Social support with a focus on IDPs

There are 15 transit centers for evacuees—people receive basic support immediately after leaving dangerous areas. We help IDPs return to work. Last year, the Government reimbursed employers UAH 365 million for hiring internally displaced persons.

Housing and utility services

A moratorium is in place on disconnecting water and electricity for unpaid bills. A special tariff of UAH 19,000 per thousand cubic meters of gas for cogeneration plants supports the energy resilience of communities to implement Resilience Plans.

Housing policy for frontline regions

eOselia: hundreds of IDP families received compensation covering 70% of their initial mortgage down payment—totaling over UAH 200 million.

eVidnovlennia: In 2025, approximately 49,000 families received compensation for damaged housing (UAH 4.6 billion), another 21,000 for destroyed housing, and 110 families for the construction of new housing.

Expanded opportunities under the Made in Ukraine policy are available to Ukrainian manufacturers

Entrepreneurs can obtain loans at 1% interest for up to 5 years under the “5–7–9%” program for investment projects in combat zones. In 2025, 3,598 loans totaling UAH 15.4 billion were issued.

A mechanism for insuring property against war risks is in place—up to UAH 30 million in compensation. As of January 1, some 104 applications have been submitted, and 55 companies have already joined the program.

Grants for the restoration of production facilities are available—up to UAH 16 million. Sixteen companies have already received over UAH 188 million.

Industrial parks receive state support of up to UAH 200 million—covering up to 80% of restoration costs. In frontline communities, the state co-finances up to 80% of infrastructure costs (50% in other areas).

The Vlasna Sprava (Own Business) microgrants have been increased: up to UAH 300,000 per job, and up to UAH 500,000 for two or more jobs. Nearly 7,000 entrepreneurs have already received UAH 2.2 billion.

Moreover, 100% employee retention is available for critical enterprises—over 1,800 companies and institutions have already taken advantage of this.

Agricultural producers

Support for land reclamation has been increased: for frontline territories, compensation has risen from 50% to 80% (up to 26,500 UAH per ha), and for others—to 50%.

The state reimburses up to 50% of the cost of farm construction and reconstruction.

Compensation is available for lost crops, with priority given to frontline regions, particularly Kherson region.

Compensation for equipment is up to 25%, and up to 40% for frontline areas.

The Government also covers 100% of the cost of demining agricultural land.
