eOselia: 25,000 Ukrainian families have received preferential mortgage loans


The state-run affordable mortgage program eOselia has surpassed the milestone of 25,000 loans issued. The total amount of funding provided exceeds UAH 43.5 billion.

“25,000 subsidized mortgages mean at least 75,000 Ukrainians are already living in their own homes: military personnel, IDPs, medical workers, and teachers. eOselia serves both as a tool for social support and as a driver of development in construction and related industries within the framework of the Made in Ukraine policy. Every hryvnia invested returns to the economy as almost three. We continue to work on new financial models to scale up the program and expand its opportunities for more Ukrainians,” noted Vitalii Petruk, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.

Nearly half of the program’s borrowers are military personnel and security sector representatives (48%). Another 27% are citizens who did not own their own homes, 7% are medical professionals, 7% are educators, 7% are internally displaced persons, 2% are veterans, and 2% are scientists.

eOselya borrowers are predominantly young Ukrainians: 44% are aged 26–35, and another 34% are aged 36–45. Thanks to the program, 15,800 children are growing up in their own homes.

Demand for new housing remains consistently high: a significant portion of transactions occurs in the primary market—both ready-to-move-in homes from developers and properties under construction.

The largest number of loans was issued in Kyiv and the Kyiv region (49.4% of transactions), as well as in Lviv, Ivano-Frankivsk, and Vinnytsia regions.

Background information

The eOselia program was launched in October 2022. It offers mortgages at an annual interest rate of 7% for citizens in need of housing, and at 3% for privileged categories, including military personnel, medical professionals, teachers, and researchers.

The eOselia program is also part of the Made in Ukraine policy, aimed at stimulating domestic demand and developing national production.
