The Government approved a resolution to sign the Agreement (in the form of an exchange of notes) between the Government of Ukraine and the Government of Japan on disbursement of the grant for the Government of Ukraine for the purchase of special equipment for the Public Joint Stock Company "National Public Television and Radio Company of Ukraine". Also, this document approves an agreed protocol on procedural details and minutes on counteraction to corruption to the said Agreement.

The draft regulation was developed by the State Committee for Television and Radio Broadcasting of Ukraine on its initiative. Its basis was the signed back in 2004 the Intergovernmental Agreement with Japan on technical cooperation and grant assistance, ratified by the Law of Ukraine dated 01.07.2004 № 1969-IV.

Within the framework of this Agreement, a project of international technical assistance "The Public Service Broadcaster Potential Development" is being implemented. The project is sponsored by the Japan International Cooperation Agency (JICA), the recipient is the Public Joint Stock Company "National Public Television and Radio Company of Ukraine", performed by AHK, Inc., the beneficiary is the State Committee for Television and Radio Broadcasting.

In 2018, during the implementation of the Project, it was envisaged the receipt of telecasting equipment, which was planned to hand over to PJSC "National Public Television and Radio Company of Ukraine" for use in accordance with the plan for the procurement of goods, work and services to be purchased for the funding of international technical assistance in 2017. However, due to budget cuts, the Japan International Cooperation Agency (JICA) reported that it would not be able to provide technical equipment and offered an alternative way of providing equipment through the procedure for obtaining grants from the Government of Japan.

In turn, the Embassy of Japan in Ukraine sent the State Committee for Television and Radio Broadcasting a project on the exchange of notes within the framework of the grant assistance from the Government of Japan "Economic and Social Development Program to approve and sign the Agreement".

The equipment, which after the signing of the Agreement will be received by PJSC "National Public Television and Radio Company of Ukraine", will provide the public broadcaster with an opportunity to switch to broadcast in HD-quality, which corresponds to the European and world technical quality of the transmission of the TV signal. This will promote the development of public broadcasting in Ukraine.
