The Cabinet of Ministers of Ukraine has not introduced a state of emergency in energy, heating or any other sector. Claims to the contrary circulating on anonymous Telegram channels are false.
In fact, the Government has appointed officials to lead the work of eliminating the consequences of Russian attacks on critical infrastructure. Specific ministers now oversee recovery in energy, heat and water supply, and communications. Going forward, their joint work will be coordinated by a joint headquarters.
This is an organizational decision: it defines who is responsible for recovery and how actions are coordinated. It does not introduce any new restrictions for people.
