Ukraine has resumed its cooperation with the Government of Spain to ensure the implementation of the emissions trade agreement, in particular, the trade of the so-called assigned amount units (AAUs) and the utilization of funds under the Kyoto Protocol. Minister of Ecology and Natural Resources Ostap Semerak announced during a presentation of the project of major repairs of two buildings of the Taras Shevchenko National University of Kyiv, which will be implemented at the cost of green investments received from the Government of Spain under the Kyoto Protocol.
This green investment project will become the first for Ukraine in 10 years since the signing of an agreement with Spain on the selling of the unused greenhouse emissions quotas.
"It is 10 years (!) in November 2019 since Ukraine and Spain, cooperating in the framework of the Kyoto Protocol, have concluded the emissions trade contracts of the so-called assigned amount units. Over the past ten years, due to various reasons, unfortunately, no project has been implemented in the framework of those arrangements. I am not going to mention and evaluate the work of my predecessors, which is the competence of other people and agencies. I only want to note that over the past three years we have been able to resume cooperation with the Government of Spain, to unfreeze the use of the aforesaid funding and to obtain real results", commented the Minister of Ecology and Natural Resources of Ukraine on the situation with the use of funds under the Kyoto Protocol.
Ostap Semerak noted that the use of these green investments will not be limited to insulation and modernization of the academic buildings of the Taras Shevchenko National University.
"In October 2016, a Supervisory Committee was established between the Ministry of Ecology and Natural Resources and the Spanish side, which considered and approved not only the project of landscaping around university buildings, but also a number of other projects of targeted environmental (green) investments in other settlements, which I believe will also be implemented in full and under transparent procedures", summed up Ostap Semerak.
In particular, the project of major repairs of two buildings of the Kyiv National Taras Shevchenko University envisages holding the thermal modernization of the buildings of the university, which includes insulation of walls, the roof, replacement of windows and doors, modernization and complete automation of internal engineering communications.
