Under the Ukraine Facility financial instrument, Ukraine to receive EUR 2.3 billion. The EU Council has approved the next tranche
The Council of the European Union has approved EUR 2.3 billion for Ukraine under the Ukraine Facility financial instrument. The State Budget will soon receive EUR 2.1 billion in loan funds and EUR 200 million in grants.
This is a regular tranche provided under Pillar I of the instrument. The funds will be directed toward the country’s priority social and humanitarian expenditures.
Under the Ukraine Facility for 2024-2027, approximately EUR 50 billion is envisaged for Ukraine (EUR 38.337 billion in direct budget support). In total, since 2024, more than EUR 24.4 billion has already been channelled to the State Budget, including over EUR 8.3 billion in 2025.
To receive the next regular tranche from the EU, Ukraine fulfilled the reform steps envisaged by the end of the third quarter of 2025 in the key areas of public finance management, the judiciary, the business environment, the banking sector, the agri-food sector, strategic critical raw materials, the green transition, and environmental protection.
“I am grateful to our European partners for implementing the Ukraine Facility instrument. This is a stable and predictable financial support that enables us to maintain budget liquidity and ensure social payments. Thanks to this support, Ukraine remains on the path of reforms and is moving closer to EU membership,” said Minister of Finance of Ukraine Sergii Marchenko.
The European Union remains the largest donor of financial support to Ukraine – EUR 68.4 billion over nearly four years. In the first 11 months of 2025, the country received more than EUR 26.4 billion from the EU.
