Support for the agricultural sector in 2025: state programmes covered tens of thousands of agricultural producers
In 2025, the state continued systematic support for the agricultural sector, focusing resources on restoring production, increasing the resilience of farms, and developing key areas – animal husbandry, irrigation, fisheries, and niche crops. State programmes reached tens of thousands of agricultural producers in most regions of Ukraine and became an important tool for the economic recovery of rural areas.
“State support programmes in 2025 were focused not only on compensating costs but also on creating long-term benefits for the sector. We are investing in the modernisation of farms, restoration of irrigation, development of animal husbandry, and diversification of production. This means higher productivity, resilience to climatic and wartime challenges, and preservation of jobs in rural areas,” noted Taras Vysotskyi, Deputy Minister of Economy, Environment and Agriculture.
One of the year’s priorities was support for the development of animal husbandry. The state compensated up to 25% of the cost of commissioned farms, milking parlours, and facilities for processing animal by-products. Thus, four agricultural enterprises in Volyn, Rivne, Cherkasy, and Khmelnytskyi regions received partial reimbursement for the construction and reconstruction of farms designed to house 3,000 head of cattle. The total reimbursement amounted to UAH 116.3 million.
Under the irrigation support programme in 2025, 10 agricultural enterprises in seven regions received UAH 34 million in compensation for expenses on the reconstruction and construction of irrigation systems. Implementation of the programme made it possible to provide irrigation for approximately 2,500 hectares of agricultural land.
Special attention was paid by the state to restoring fisheries in areas affected by hostilities. This year, two fisheries enterprises in Donetsk and Sumy regions received UAH 775,100 in partial compensation – up to 30% of costs for purchasing and rearing fish stocking material for stocking reservoirs and producing marketable fish.
At the same time, support for niche crops was expanded. In 2025, a compensation programme was introduced for the first time for agricultural producers growing cotton in Odesa, Mykolaiv, and Kherson regions. The total payments under the programme amounted to UAH 50,000.
Support for small and medium-sized agricultural producers remained substantial. Throughout the year, over 14,000 producers received subsidies per unit of cultivated land. In total, the state paid UAH 1.1 billion in support. Over 12,000 farms received UAH 421.3 million in special budgetary subsidies for keeping cows. Additionally, 2,704 farmers received UAH 326.3 million in subsidies for maintaining breeding stock of goats and/or sheep.
