The Netherlands to provide Ukraine with EUR 1.2 billion in financial assistance, including support for industry, business and exports
The Netherlands has approved a new financial support package for Ukraine totaling EUR 1.2 billion for 2027-2029. Of this amount, EUR 136 million will go to supporting business, including through the Ukraine Partnership Facility (UPF). A further EUR 19.5 million is earmarked for expanding export credit insurance.
This was announced by the Netherlands' Minister of Foreign Trade and Development Cooperation Sjoerd Sjoerdsma during the Dutch delegation's visit to Kyiv on October 28, 2026.
"Supporting Ukrainian industry, business and exports is an investment in the resilience of Ukraine's economy. The Netherlands' EUR 1.2 billion in financial assistance will help Ukrainian companies attract investment, preserve jobs and enter new markets despite the challenges of war. I thank the Netherlands for the concrete decisions that support Ukrainian business and help our economy withstand," said Oleksandr Kravchenko.
Prime Minister of Ukraine Sergii Koretskyi and Minister of Economy and Environment of Ukraine Oleksandr Kravchenko held a separate meeting with the Netherlands' Minister of Foreign Trade and Development Cooperation Sjoerd Sjoerdsma. The sides discussed the priority needs of Ukraine's economy and the conditions for recovery and development. Key topics included war risk insurance, protecting industrial facilities from russian attacks, and the development of priority sectors of the economy and logistics.
During the Dutch delegation's visit to Kyiv, a Netherlands-Ukraine Roundtable was also held, chaired by President of Ukraine Volodymyr Zelenskyy and Prime Minister of the Netherlands Rob Jetten. The event took place in a hybrid format, simultaneously in Kyiv and The Hague, and brought together government and business representatives from both countries.
During the roundtable, Oleksandr Kravchenko and Sjoerd Sjoerdsma signed a Joint Declaration of Intent on deepening economic cooperation and supporting the recovery and resilience of Ukrainian industry.
The document provides for:
• developing the "Industrial Ramstein" initiative to supply Ukrainian enterprises affected by russian attacks with the equipment they need to resume operations;
• strengthening cooperation between Ukrainian and Dutch private sector companies within the framework of the Lviv Conference;
• continuing cooperation under the Ukraine Partnership Facility in line with the memorandum signed at the Ukraine Recovery Conference (URC 2025) in Rome.
