Ministry of Digital Transformation works to develop a national Large Language Model (LLM) to be used in digital government and business products

The Ministry of Digital Transformation and Kyivstar are already working to develop a national Large Language Model (LLM) to be used in digital government and business products, said Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, Science and Technology Development and Minister of Digital Transformation, in an interview with a telethon.

LLM is a neural network that works based on the principle of the human brain. It is capable of interpreting, analyzing, generating, translating texts, and even writing code.

What are the advantages of the national LLM:

  • quality - trained on Ukrainian data and recognizing the Ukrainian context;
  • security - all data is stored in Ukraine;
  • price - cheaper than using foreign language models.

"The national LLM is not about competing with ChatGPT, it's about solving certain problems with this product. First of all, the problems of citizens. For example, it will be possible to provide public services using the national LLM. This will help save public funds and optimize processes," said Mykhailo Fedorov.

The national language model will use unique Ukrainian data that does not exist in the world - scientific papers, laws, regulations, and other government data, but avoiding sensitive information.
