Minister of Health visits Kharkiv region: modernization of regional hospital, new equipment worth over UAH 119 million, and construction of underground medical facility

Ukrainian Minister of Health Viktor Liashko made a working trip to Kharkiv region, during which he visited Kharkiv Regional Clinical Hospital together with Ukrainian Prime Minister Yulia Svyrydenko and members of parliament — one of the leading multidisciplinary medical institutions in the region, which is being actively modernized despite the challenges of full-scale war.

"The focus of our work is not only on restoring the destroyed medical infrastructure, but also on the systematic modernization of hospitals. The Kharkiv Regional Clinical Hospital is one example of such changes. New approaches to the organization of the emergency room, modern equipment, renovation of wards, and the launch of a rehabilitation center — all of this is already working for patients. We plan to continue to consistently invest in the development of hospitals — even during the war. This includes funds from the state budget, support from international partners, and funds from local budgets," said Ukrainian Minister of Health Viktor Liashko. In 2024–2025, the medical facility underwent a major renovation of the Reception and diagnostic service and inpatient emergency departments. The premises were renovated in accordance with modern building codes and accessibility principles. The reception department has been organized to separate the flow of urgent and scheduled patients, and is equipped with rooms for ultrasound diagnostics, endoscopy, and an urgent care laboratory, which allows for the rapid examination of patients in an emergency. The emergency department has modern resuscitation rooms, an infectious disease unit, an operating room for urgent procedures, and completely updated medical equipment.

The hospital has opened an angiography surgery room, an X-ray diagnostic room, and computer and magnetic resonance imaging rooms. Their location on the first floor, integrated into the reception unit, reduces the time from hospitalization to the provision of highly qualified medical care.

In addition, with the support of the Ministry of Health and at the expense of the state budget, modern high-cost equipment worth over UAH 119 million was purchased for the hospital: an angiographic system, a computer tomograph, a magnetic resonance tomograph, as well as anesthesia and respiratory stations, ultrasound machines, and an endoscopic stand.

A modern rehabilitation center has also been created at the hospital, which operates in inpatient (30 beds) and outpatient formats. After the completion of the renovation of another floor, the bed capacity will increase to 50. The center meets accessibility requirements and is equipped with modern equipment. In 2024, 491 patients underwent rehabilitation here, and since May 2025, they have been treated in the renovated facilities.

In view of security challenges, the construction of an underground medical building has begun at the hospital as part of government public investment projects. This will ensure the continuous provision of care even during active shelling. Its design is based on the experience of Israeli medical institutions and includes:

– underground emergency rooms, surgeries, intensive care, a laboratory, infectious disease and pediatric wards;

– autonomous engineering systems (ventilation, diesel generators, water supply);

– underground passages connecting different hospital buildings.

Kharkiv Regional Clinical Hospital is a super-cluster medical facility that provides assistance in 65 directions, has 46 departments and over 1,700 employees. Every year, more than 30,000 patients are treated here in inpatient conditions, more than 14,000 operations are performed and more than 170,000 outpatient consultations are provided.

"The changes implemented are part of a broader plan to modernize medical infrastructure. Currently, 160 infrastructure projects in the field of healthcare are being implemented in Ukraine, with a total value of about UAH 20 billion. By the end of the year, we plan to complete work on 14 facilities in various regions, including Irpin, Rivne, Khmelnytskyi, Kropyvnytskyi, Mykolaiv, and Kherson. The total cost is over UAH 1.8 billion. Some of these projects are being implemented with the support of the Ukraine Facility program. In 2026, the Ministry of Health plans to continue allocating funds for the development of medical infrastructure," said Viktor Liashko.

It should be noted that more than 2,400 Ukrainian medical infrastructure facilities have been either damaged or destroyed as a result of the full-scale war. Despite the damage, medical care continues to be provided at most of the damaged facilities: 1,466 of them are fully operational, another 187 are partially operational, and 227 facilities have been temporarily relocated to other premises.
