Ukraine and the Council of Europe Development Bank plan to sign a new EUR 80 million agreement by the end of November to finance housing vouchers for internally displaced persons from the temporarily occupied territories. The first EUR 40 million is expected to arrive by the end of this year.

This was agreed by Minister for Communities, Territories and Internally Displaced Persons of Ukraine Vitalii Bezhin and Governor of the Council of Europe Development Bank Carlo Monticelli during a meeting in Strasbourg on October 28. The meeting took place as part of the Ukrainian delegation's visit to attend the 51st session of the Congress of Local and Regional Authorities of the Council of Europe.

"I personally thanked Council of Europe Development Bank Governor Carlo Monticelli for supporting Ukrainians. Over three years of cooperation, more than EUR 800 million in social investment has been attracted. The first EUR 200 million of the HOME programme alone enabled more than 15,700 people to get new homes. But the need is growing along with the destroyed housing stock. The main agreement today is to sign a new EUR 80 million agreement for housing vouchers by the end of November, so that the first EUR 40 million arrives by the end of the year," said Vitalii Bezhin.

The sides also separately discussed support for municipal rental housing for displaced persons and other vulnerable groups. The Council of Europe Development Bank expressed readiness to join the Coalition of Social Housing Development Partners, which is due to be launched at a conference in Warsaw.

One of the key areas of cooperation between Ukraine and the Council of Europe Development Bank is the HOME programme, which finances compensation for destroyed housing. The programme's total volume over three years will be EUR 300 million, including EUR 50 million contributed by the Government of Italy. The third phase of the programme was signed on June 26, 2026, in Gdansk.

Under the first EUR 200 million of the programme, 6,174 housing certificates have already been issued and homes have been purchased in which more than 15,700 people now live.

On September 30, Ukraine received the first tranche of EUR 50 million under HOME 3, out of a total of EUR 100 million provided by the Council of Europe Development Bank and the Government of Italy. Of this, UAH 2.5 billion was used to reserve 1,882 housing certificates for priority categories of citizens. The second tranche of EUR 50 million is expected by the end of the year, based on the results of using the first.

EUR 80 million has also been approved to finance the "Housing for IDPs from the TOT" component of the eVidnovlennia programme.
