Ministry of Finance: IMF and World Bank leadership welcome Ukraine’s progress in implementing reforms
On the margins of the International Monetary Fund and World Bank Annual Meetings in Bangkok, Thailand, the team of the Ministry of Finance of Ukraine concluded a series of meetings with international partners. The main focus was on implementing the IMF program, realising reforms, and mobilising financing by the end of 2026.
Meetings were held with IMF Managing Director Kristalina Georgieva, Director of the IMF European Department Mateusz Szczurek, and World Bank Managing Director of Operations Anna Bjerde.
The Ministry of Finance of Ukraine was represented at the meetings by Deputy Minister of Finance Olga Zykova, Deputy Minister of Finance for European Integration Yuriy Draganchuk, and Government Commissioner for Public Debt Management Yuriy Butsa.
- IMF: Program Implementation and Structural Reforms
During the meetings with Kristalina Georgieva and Mateusz Szczurek, the parties discussed the implementation of the four-year USD 8.1 billion IMF Extended Fund Facility (EFF) program for 2026–2029. Ukraine has already received about USD 2.2 billion under the program.
The IMF program remains a key anchor for Ukraine's macro-financial stability. Ukraine continues to fulfil its commitments and implement agreed measures.
The Ukrainian side briefed partners on the state budget for 2026–2027 and the results of the Verkhovna Rada's plenary week. In particular, this concerned the adoption of laws necessary to fulfil obligations to international partners.
The IMF Managing Director commended Ukraine's progress in implementing reform measures. At the same time, it was noted that maintaining the reform momentum is necessary to meet the conditions of cooperation and advance on the path to EU integration.
Following the first program review in July 2026, it includes 20 structural benchmarks – reform commitments. The vast majority of measures with deadlines that have already passed have been completed. Work is ongoing on the rest.
An IMF mission is expected in November 2026 to discuss the EFF program review. Following the next review, approximately USD 1.66 billion in budget support from the Fund is expected by the end of 2026.
- World Bank: Financing and New Reform Program
During the meeting with Anna Bjerde, the Ukrainian side thanked the World Bank for its support. Since the start of the full-scale invasion, Ukraine has received over USD 74 billion through the Bank's instruments, of which over USD 53 billion is in the form of grants.
The Ukrainian side specifically thanked the Bank's team for the fruitful cooperation in 2026. The state budget has already received USD 4 billion under Japanese guarantees, a USD 841 million loan under a Canadian guarantee, a EUR 236 million guarantee from Sweden, and a USD 200 million grant from Norway.
The parties discussed further mobilisation of financial resources to support Ukraine's budget resilience and recovery.
The implementation of reforms under the Development Policy Operation (DPO) was discussed in detail. This is a package of changes that unlocks access to budget support. Ukraine has already fulfilled the majority of the prior actions and is working on adopting key legislative changes critical to securing financing in 2026.
In June 2026, Ukraine received USD 3.35 billion under the DPO program from the Bank, Japan, and the UK. These funds arrived after the adoption of 13 laws and 7 bylaws. The new DPO operation requires the adoption of six laws. Ukraine expects to receive funds under this operation by the end of 2026.
The meeting also covered support for the energy sector, where the World Bank combines infrastructure financing with reforms. In particular, this involves the Re-PoWER project to strengthen Ukraine's energy resilience. The total value of joint energy projects with the World Bank currently stands at around USD 800.4 million.
