Last week, micro, small, and medium-sized businesses received 668 preferential loans totaling UAH 2.1 billion from 48 authorized banks under the "Affordable Loans at 5-7-9%" state program. State-owned banks accounted for 513 of these loans, worth UAH 1.1 billion.

Since the start of 2026, businesses have received 30,436 loans worth UAH 131 billion under the program, including 20,157 loans worth UAH 60.5 billion from state-owned banks.

Since martial law was introduced, 130,598 loans worth UAH 503.5 billion have been issued (92,795 loans worth UAH 246.7 billion of them by state-owned banks). As of October 19 this year, the loans break down as follows:

• UAH 87.61 billion for agricultural processing

• UAH 12.36 billion for energy service projects

• UAH 100.91 billion for lending in areas of high military risk

Overall, 165,420 loan agreements worth UAH 593.1 billion have been signed since the program launched, including 113,271 agreements worth UAH 273.4 billion with state-owned banks.

The Government, including the Ministry of Finance, continues to refine its tools for supporting Ukrainian business and to attract funds from international partners so that enterprises can access affordable financing.

The development of the state programs "Affordable Loans at 5-7-9%," "Affordable Financial Leasing at 5-7-9%," and "Affordable Factoring" helps create jobs, promotes economic barrier-free access, and supports businesses during the war.

The state continues to make all required compensation payments to businesses under loan agreements within the program.

The program is administered by the National Development Institution (NDI), which began operating on January 1, 2026. The Ministry of Finance is authorized to manage the state's corporate rights in NDI's statutory capital and has approved its Charter. This completed the institutional transformation of the Entrepreneurship Development Fund into the National Development Institution.
