As we prepare for the return of Ukrainians, we must focus on supporting communities, says Denys Uliutin

When it comes to the return of Ukrainians who were forced to leave the country due to the war, it is important to focus on supporting communities rather than providing individual assistance. This was stated by Minister of Social Policy, Family, and Unity Denys Uliutin during a panel discussion held as part of the LB.ua project “Nova Krayina" (New Country).

“After the end of active hostilities, about 2 million people plan to return to Ukraine. Our communities must be prepared to accommodate such a large number of new residents, who require access to appropriate social services and infrastructure. That is why it is important to focus not on individual assistance for those returning, but on community support. This is an approach that benefits all Ukrainians,” noted Denys Uliutin.

The Minister emphasized that Ukrainians will make decisions about returning by comparing living conditions abroad with the opportunities they will have in Ukraine. It is not about a single factor, but about a combination of conditions—from safety to access to work, education, healthcare, and housing.

In this context, it is crucial to develop Unity Hubs abroad, offering advice on opportunities both in the host countries and in Ukraine. The Minister noted that Europe’s first Unity Hub had just opened in Berlin, with international and Ukrainian partners already on board to provide a wide range of services.

Specifically, the Pension Fund of Ukraine provides advice on pensions, housing subsidies, benefits, and social assistance; UNHCR offers counseling for those returning to Ukraine; and the Ukrainian Advisory Center ICMPD (International Center for Migration Policy Development) provides practical assistance regarding stays in Germany and pre-consular preparation in cooperation with the Ukrainian consulate.

According to Denys Uliutin, Ukraine plans to open Unity Hubs in the Czech Republic and Sweden in the near future in cooperation with the governments of partner countries.
