An official doesn’t understand that the current expenses of millions of hryvnias on the humanitarian sphere will save billions from the Ukrainian budget in the future. Vice Prime Minister of Ukraine Olexandr Sych said this in the program "Today. The main issue" on the TVi-TV channel, on November 10, 2014.

According to the Vice PM, officials often do not understand the benefits that the state will get from the increase of simply necessary expenses in the future. "When we are talking about at least basic expenses, for example, benefits for the Ukrainian publishing, and this is hundreds of millions, then the issue causes so much noise. Everyone understands disadvantages, but do not want to see advantages - in the long term expenses of the Ukrainian budget will be reduced by billions due to the recovery of mentality, consciousness and so on."

The same situation with museums. Ukrainian museums possess a property worth billions of hryvnias, and we’re unable to allocate UAH150 million in order to protect those values from looting," Olexander Sych noted.

However, the official also mentioned about another problem in the humanitarian public policy - the delay in the adoption of the necessary legislative initiatives to promote book publishing, film industry and so on.
