Volodymyr Groysman: The package of draft laws on decentralization is ready and the incumbent Parliament has an opportunity to approve it

Power decentralization is a key reform in Ukraine and the package of bills on decentralization has been prepared long ago and submitted to the Verkhovna Rada of Ukraine. This was informed by Vice Prime Minister - Minister of Regional Development, Construction, Housing and Utilities Volodymyr Groysman in "TSN. The Week” program.http://www.kmu.gov.ua/img/1x1.gif

“Today 7 draft laws are in the Parliament, and if the Parliament approves them and the incumbent Parliament has such an opportunity, it will give a chance from January 1 to completely decentralize funds. We have prepared changes in the tax and budget codes in terms of decentralization and a number of other bills that will afford to build a regional policy, we haven’t had before. If it is not endorsed by this Parliament, I am convinced that with the public support in the next Parliament there will be created a reformist majority willing to approve them," said Volodymyr Groysman.

He stressed that all legislative changes had been discussed with all concerned parties, and i particular with local authorities.

Moreover, Volodymyr Groysman expressed belief that by mid 2015 the Parliament would approve initiatives of the President of Ukraine to amend the Constitution in terms of power decentralization.

"...both the regions and the districts will get elected authorities as well, those possessing the funds and the powers. And the most important is the local authorities will have a serious responsibility to residents who elect them and to the state as well. Especially, in terms of use of public resources", - said Vice Prime Minister.
