Ukraine has approved the National Strategy for the Development of Financial Literacy until 2030. Its goal is to increase the financial awareness of citizens.
The strategy was approved after consultations with more than 220 representatives from 116 organisations. These include educational institutions, local governments, NGOs, financial experts, banks and non-banking institutions. Representatives of the Ministry of Digital Transformation and the Entrepreneurship and Export Promotion Office also contributed to the development of the Strategy.
“The rapid development of digital technologies in the financial sector contributes to the development of the necessary digital skills by citizens. This helps them make rational financial decisions and ensure the financial sustainability of their business. That is why, within the framework of the national projects Diia.Education and Diia.Business, we are initiating programmes and activities to develop the necessary skills and competencies in digital finance,” said Valeria Ionan, Deputy Minister of Digital Transformation for European Integration.
As part of the Strategy, the Ministry of Digital Transformation will join a series of training sessions for entrepreneurs on financial and economic topics. It will also participate in the development of materials to test the level of digital financial literacy of the population and entrepreneurs.
Implementation of the Strategy will expand financial literacy activities for various population groups. Previously, the focus was on children and young people, but now additional attention will be paid to entrepreneurs, adults, veterans, IDPs, and the elderly.
The key objectives of the Strategy include:
High-quality basic financial education
Measures are planned to improve financial literacy for preschoolers, schoolchildren and students. This includes the creation of educational resources, modernisation of curricula, and the introduction of a new mandatory course “Entrepreneurship and Financial Literacy” in grades 8 in 2025 and in grades 9 in 2026 in all Ukrainian schools.
Responsible financial life
Increasing financial literacy among adults through educational resources for developing financial skills, managing finances in times of crisis, and awareness of the economy and financial products.
Financially literate entrepreneurs
For the first time in Ukraine, a comprehensive approach to raising the financial awareness of entrepreneurs will be introduced. In particular, a framework of financial competencies for entrepreneurs will be created. Measures are also planned to raise awareness of financial services among start-up entrepreneurs and small businesses.
Advanced digital financial literacy
It is planned to create educational materials on digital financial services, payment security, and protection against cybercrime. Special attention will be paid to the development of interactive digital tools to improve financial skills.
Favourable ecosystem for financial literacy development
Developing the financial literacy ecosystem in Ukraine, establishing cooperation both within the country and with representatives of international organisations and other countries.
Background
The National Strategy for the Development of Financial Literacy until 2030 was developed by the National Bank of Ukraine. The interagency working group was joined by representatives of the Ministry of Education and Science, the Deposit Guarantee Fund, the National Securities and Stock Market Commission, the Ministry of Economy, the Ministry of Digital Transformation, and the Entrepreneurship and Export Promotion Office.
