European regulations, a stronger system, consumer protection: what Law No. 4834 offers Ukraine

The President of Ukraine has signed Law No. 4834, adopted by the Verkhovna Rada, which establishes a new legislative framework for further integration of Ukraine’s electricity market with the single European market.

This law preserves the possibility of supporting residential consumers through the PSO mechanism. The gradual liberalization of the natural gas and electricity markets will take place after the end of martial law in accordance with the Roadmap, which the Ministry of Energy shall develop by the end of June 2026 as part of Ukraine’s commitments under the Ukraine Facility program.

The bill also creates additional opportunities and European mechanisms to protect socially vulnerable groups through the expanding Article 61 of the Law “On the Electricity Market.” The state will implement comprehensive social policy measures.

In practice, the law paves the way for deeper integration of the Ukrainian electricity market with European markets, better utilization of cross-border transmission capacity, connection to European balancing platforms, and stronger coordination with partners in the area of supply security.

At the same time, the law provides for the creation of a more modern market architecture. It enables the development of aggregation tools, energy storage, flexibility services, microgrids, and public energy associations.

The law strengthens consumer rights and establishes more modern rules for access to commercial metering data, the development of smart metering, and broader consumer participation in the market overall.

For Ukraine, this decision has both practical and strategic significance. The adoption of this law paves the way for receiving EUR 500 million under the European Ukraine Facility program. At the same time, we are accelerating our energy integration with the EU and reinforcing the trust of our partners.
