Government approved the plan for the implementation of sustainability reporting for 2027–2030
The Cabinet of Ministers of Ukraine approved the operational plan for the implementation in 2027–2030 of the Strategy for the Implementation of Sustainability Reporting by Enterprises.
The document sets out specific measures, implementation deadlines, and responsible executors for the further implementation of sustainability reporting by enterprises in Ukraine in accordance with European standards.
The Strategy for the Implementation of Sustainability Reporting by Enterprises was approved by the Government in October 2024. The new operational plan continues its implementation and aims to further align Ukrainian legislation with European Union law in the field of corporate reporting.
One of the key areas of work for 2027–2030 will be the development of a regulatory framework for the application of the European Sustainability Reporting Standards (ESRS) by enterprises, as well as the introduction of a single electronic format for submitting such reports.
The operational plan also defines key measures, in particular:
- determining the procedure for submitting and publishing sustainability reporting;
- improving the requirements for audit activities to ensure the high-quality provision of assurance services regarding such reporting;
- developing quality control mechanisms for the relevant audit services;
- further preparing businesses for the new reporting requirements.
European Sustainability Reporting Standards require enterprises to disclose information about their material impacts on the environment and society, as well as how sustainability issues may affect the enterprise's development, performance, and financial position.
It is expected that the implementation of the operational plan will help bring Ukraine's legislation into line with EU requirements, provide reporting users with reliable and objective information about enterprises' activities, create a level playing field for Ukrainian businesses entering international capital markets, and facilitate the attraction of investment.
Background
An important basis for implementing the next stage was the execution of the operational plan's measures for 2024–2026. In particular, the Cabinet of Ministers of Ukraine approved and submitted to the Parliament of Ukraine draft laws No. 15538 on the implementation of sustainability reporting and No. 15540 on improving legislation on audit activities.
The introduction of sustainability reporting and audit procedures for such reporting is also defined as a key indicator for the negotiating Cluster 2 "Internal Market" within Ukraine's European integration process.
