Government improves legislation on evacuation of civilians from dangerous areas

The issue of evacuating the population to safe areas in the event of threats or emergencies has been regulated.

The relevant resolution was adopted by the Government today. It proposes to approve the Model Regulation on Coordination Headquarters for Evacuation Measures and Effective Response to Mass Displacement.

In addition, the document provides for amendments to the Procedure for Evacuation in the Event of a Threat or Occurrence of Emergency Situations, approved by CMU Resolution No. 841 of 30 October 2013.

According to the amendments, the Coordination Headquarters becomes a temporary advisory body.

They can be established at the national, regional and local levels. If established, the Coordination Headquarters become the main body for organising and coordinating evacuation measures at the relevant level.

Coordination Headquarters also interact with commissions on evacuation, technogenic and environmental safety and emergencies.

The cooperation is aimed at organising evacuation measures. To this end, the commissions submit proposals to the Coordination Headquarters for the implementation of such measures.

The act was developed by the State Emergency Service and reviewed by the Coordination Headquarters for Mandatory Evacuation of the Population under Martial Law chaired by Iryna Vereshchuk, Deputy Prime Minister and Minister for Reintegration of the Temporarily Occupied Territories.

The Resolution is aimed at improving and harmonising the requirements of the legislation in force in the field of civil protection in the area of planning, organising and holding evacuation measures.
