Prime Minister of Ukraine Sergii Koretskyi held a working meeting with representatives of the machine-building, metallurgical, food, pharmaceutical and light industries, the defense industrial complex and other large enterprises.

One of the topics was the model of a war risk insurance fund, planned for launch in 2027. The participants considered possible sources of funding for it.

They also discussed in detail the issues that matter most for industry.

Access to lending. Industrialists pointed to limited access to loans outside the "5-7-9%" program. The Prime Minister instructed the Ministry of Economy and Environment to hold a separate meeting with state-owned banks and find a solution to launch, as soon as possible, a lending program of up to UAH 1 billion with 5.5% interest rate compensation. The relevant Cabinet of Ministers resolution has already been adopted.

The issue of foreign exchange liberalization also needs to be addressed separately.

VAT refunds. Due to delays in international financing, the Government had to temporarily limit expenditures. After the necessary laws were adopted and part of the funds from partners was received, most payments were resumed.

In October, enterprises were refunded UAH 25.9 billion in VAT, and in November, UAH 5.6 billion has been refunded so far. The amounts whose payment had been suspended due to a lack of funds in the treasury account have been refunded in full.

Energy supply for enterprises. The Ministry of Energy is working to improve the existing mechanisms governing the operation of enterprises during electricity shortages. The goal is to create conditions for stable operation of enterprises that cover their consumption through electricity imports and/or their own generation.

Export logistics. The Prime Minister instructed the Ministry for Communities, Territories and Internally Displaced Persons of Ukraine to explore the possibility of allowing private locomotives onto Ukrzaliznytsia's tracks. It is also important to simplify cargo inspections at border crossing points.

To support the metallurgical industry, negotiations with the European Union have been stepped up on increasing quotas for Ukrainian metal products and on the CBAM mechanism.

Localization and state support programs. Localization remains one of the tools for supporting Ukrainian producers. The "Made in Ukraine" policy programs will continue in 2027. Despite limited resources, funding for them is included in the draft State Budget for 2027.

"I thank the industrialists and the Federation of Employers of Ukraine for the candid and constructive conversation," said Sergii Koretskyi.
