Ukrainian communities to receive approximately UAH 400 million for developing renewable energy in social infrastructure
The Government has approved a subvention of UAH 396 million to local budgets for installing solar panels, heat pumps, and energy storage systems in schools, hospitals, and kindergartens – to enhance energy independence and ensure uninterrupted operation of facilities in the event of prolonged absence of heating and electricity supply.

Installing solar panels and energy storage systems in hospitals, schools, and kindergartens guarantees their uninterrupted operation, regardless of external challenges. This project underscores our priority: decentralisation of the energy system and high-quality management of public investments, made possible through cooperation with the European Investment Bank and our international partners,” said Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba.
The RES programme aims to support decentralised development of renewable energy, strengthen the energy independence of Ukrainian communities, and guarantee the uninterrupted operation of critically important social facilities. The programme focuses on schools, hospitals, and kindergartens, as ensuring their stable functioning is vital, especially amid wartime risks.
This involves creating renewable energy sources at facilities previously successfully restored or modernised with EIB support. The list of specific facilities will be compiled by the Ministry in collaboration with the Bank and finally approved by the Cabinet of Ministers of Ukraine through a separate resolution.
The total grant funding amounts to UAH 440 million. Of this, UAH 396 million is provided as a subvention from the state budget to local budgets for implementing activities on the ground, while UAH 44 million is allocated for technical assistance in procurements to be conducted by UNDP.
Additionally, the project includes training for communities: through workshops and mentoring support, they will acquire the knowledge and skills needed for successful implementation and maintenance of renewable energy facilities.
The Renewable Energy Solutions (RES) programme is funded by a grant from the European Investment Bank (EIB), secured by the Federal Government of Germany and the International Climate Initiative (IKI). The joint implementing partners are Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the United Nations Development Programme (UNDP). UNDP will act as the procurement agent, ensuring transparent and efficient acquisition and installation of the necessary equipment.
