Ukraine submits report to European Commission on measures for opening Cluster 1 negotiations
The Government Office for Coordination of European and Euro-Atlantic Integration has submitted the 2025 Report to the European Commission, detailing the implementation of measures required to open EU negotiations under Cluster 1, “Fundamentals”.
The report outlines progress on the Roadmaps in the areas of the rule of law, public administration reform, and the functioning of democratic institutions, as well as the Action Plan for protecting the rights of persons belonging to Ukraine’s national minorities (communities).
“Through our actions and daily work, we demonstrate our commitment to international obligations, implementing necessary reforms, and aligning legislation with European standards. Ukraine is fully prepared to open negotiations on Cluster 1 and expects the EU to soon demonstrate unity in approving this decision,” said Taras Kachka, Deputy Prime Minister for European and Euro-Atlantic Integration. “I thank everyone working on these changes and bringing our country closer to EU membership.”
The report highlights that, despite russia’s war against Ukraine, the country has maintained the pace of reforms and is implementing measures outlined in key strategic documents, including the Roadmaps and the Action Plan for protecting national minority rights.
The Roadmap on the rule of law covers justice, anti-corruption efforts, fundamental rights, and justice, freedom, and security, encompassing 529 measures. The Roadmap on public administration reform addresses strategic frameworks, policy development and coordination, civil service and human resource management, accountability, service delivery, and public financial management, with 91 measures. The Roadmap on the functioning of democratic institutions includes the general framework of democracy, electoral processes, parliamentary operations in a democratic system, and the role of civil society, with 96 measures. The Action Plan for protecting national minorities (communities) comprises 122 measures across 9 strategic goals.
Over 160 government bodies, including ministries, state institutions, the Verkhovna Rada of Ukraine, and local self-government bodies, are involved in implementing these measures, ensuring coordinated efforts at the national level.
Background
The development and adoption of the Roadmaps on the rule of law and public administration reform are prerequisites for opening Ukraine’s EU negotiations under Cluster 1. The Roadmap on the functioning of democratic institutions and the Action Plan for protecting the rights of national minorities (communities) until 2027 provide additional contributions, strengthening institutional resilience, compliance with EU standards, and readiness for subsequent stages of the process.
