SvitloDIM: funding support for apartment buildings extended until the end of the year

At the initiative of the Ministry for Communities and Territories Development, the Government has extended the period for using funds allocated under the SvitloDIM programme.

The decision will allow co-owners of apartment buildings to continue receiving state support for the purchase of independent electricity sources.

The extension applies to UAH 800 million allocated from the state budget reserve fund at the beginning of 2026. Previously, the funds had to be used by 1 June 2026. The adopted changes allow the remaining funding to be used until the end of the year for new applications submitted under the programme’s terms.

“After four months of implementation, SvitloDIM continues to demonstrate strong demand and tangible results in Kyiv, Kyiv region and Kharkiv region. We are working to attract additional funding and expand the programme to other regions where energy infrastructure has suffered the most from enemy attacks. During the first phase of financing, we expect around 3,600 apartment buildings to be equipped with autonomous energy sources,” said Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development Oleksii Kuleba.

Currently, UAH 285.2 million remains available under the programme. These funds will be used to further support apartment building co-owners in purchasing backup power sources to ensure the operation of critical building systems.

Over the first four months of implementation, more than 2,000 apartment buildings received funding totalling nearly UAH 515 million. Of these, more than 1,880 buildings are located in Kyiv and Kyiv region.

Following the programme’s expansion to Kharkiv region on 14 April, co-owners of apartment buildings in the region became eligible to participate. Since then, more than 200 buildings in Kharkiv and the surrounding region have received funding to purchase autonomous power sources.

Since the programme’s launch, co-owners of apartment buildings have submitted more than 3,600 applications for support. By geography, 58% of applications came from Kyiv, 31% from Kyiv region, and 11% from Kharkiv and Kharkiv region.

Background

The Government’s SvitloDIM programme (“Support for Apartment Buildings”) is implemented jointly by the Ministry for Communities and Territories Development and the Ministry of Digital Transformation, together with partner banks.

The programme provides grants ranging from UAH 100,000 to UAH 300,000 for the purchase of autonomous electricity sources. The funding helps ensure the uninterrupted operation of critical building systems – including lighting, water supply, heating, communications and lifts – during prolonged power outages.
