Joint Communiqué following the Multi-agency Donor Coordination Platform for Ukraine

Following a meeting of the Steering Committee of the Multi-agency Donor Coordination Platform for Ukraine, which was co-chaired by White House Deputy National Security Advisor for International Economics Mike Pyle, European Commission Director General Gert Jan Koopman, and Ukraine Minister of Finance Serhiy Marchenko, the participating countries issued the following release:

On February 14, the Steering Committee of the Multi-agency Donor Coordination Platform for Ukraine (MDCP) met in a virtual format for its first meeting of 2024. The Platform members reiterated their unwavering support for Ukraine and their condemnation of russia’s illegal, unjustifiable, and unprovoked war of aggression against Ukraine. The group stressed the urgency of meeting Ukraine’s remaining budget support needs for 2024 to avoid severe implications for Ukraine’s financial and economic stability, even as it welcomed important contributions towards these needs.

The Steering Committee was pleased to welcome new members, namely, the Republic of Korea, the Netherlands, Norway, and Sweden to the Platform. These four new members have together committed over USD 5.5 billion to Ukraine’s economic recovery and reconstruction. The Steering Committee reiterated its willingness to welcome other new members in the future who meet the established criteria of significant support to Ukraine.

The group welcomed progress made in filling Ukraine’s financing needs but stressed urgent action is needed to meet the remaining needs. It applauded the European Union’s recent agreement on a EUR 50 billion four-year Ukraine Facility. Members also welcomed rapid action by donors, including Japan and Norway, to deliver budget support. They noted additional support from other donors will be essential to meet Ukraine’s 2024 budget financing needs and prevent financial crisis.

The group reviewed the progress made in 2023 on economic recovery and reconstruction and discussed the Government of Ukraine’s priority needs for 2024. It agreed on the importance of Ukraine continuing its successful reform efforts that would enable economic growth and spur foreign and domestic investment from the private sector. It also welcomed continued alignment, prioritization, and sequencing of these measures through the Platform. The Platform members acknowledged Ukraine’s EU accession path as an important driver of Ukraine’s reform agenda and welcomed progress already made to improve the business environment and the on-going engagement of the private sector in Ukraine’s recovery.

The meeting also welcomed the participation of representatives from Denmark, Estonia, Latvia, Lithuania, Poland, and Spain as observers.

Permanent members of the MDCP are Italy, Canada, the European Commission, France, Germany, Japan, Ukraine, the United Kingdom and the United States.
