    Today we mark the Constitution Day of Ukraine.

    Each of our state symbols is now filled with new contents and experiences. Our anthem, our flag, our Constitution, our independence.

    We are fighting for our past and our future. As is enshrined in our Constitution, Ukraine is and will be an independent and sovereign, democratic and law-based state.

    As it is incorporated in our Constitution, we will move towards the West to achieve full membership in the European Union.

    As written in our Constitution, the life of Ukrainians will remain the highest value, and the protection of our state, its sovereignty and territorial integrity will be the most important objective for all our people. And we will not stop until we win.

    We will rebuild our country and make it truly great, but the scars of this war will forever be a reminder of the high price we are paying for our independence, for our rights and for our Constitution.

    Yesterday, the terrorist country and russian terrorist forces struck again at civilian infrastructure. Kremenchuk, Kharkiv, Lysychansk, Mykolayiv, Ochakiv. Dozens dead and wounded. Another series of crimes that are bound to be punished.

    russia has shown that it is a country of moral bankruptcy. And if its final moral default occurred on February 24, then yesterday there happened a financial default. For the first time in the last 100 years.

    russia's debt default is just one element of the economic and financial catastrophe that the terrorist state will face. As the President of Ukraine emphasized, we will continue to persuade our partners to recognize russia as a state that sponsors terrorism.

    Moreover, Ukraine is working to have russia permanently excluded from the global money laundering and terrorism financing organization. The FATF should blacklist russia, which will disable russia to avoid sanctions and continue to have normal business relations with anyone in the world.

    Another step towards punishing the aggressor is to confiscate all russian assets abroad, which were frozen after February 24.

    We are talking about hundreds of billions of dollars. We will do everything it takes to ensure that these frozen resources are used promptly to help Ukrainians and rebuild our state after the war. In Canada, amendments to a specialized law have already entered into force, which provide for the possibility of confiscation of russian assets and their use to support Ukraine. Two months ago, we talked about this in Washington with Deputy Prime Minister Chrystia Freeland, and now we are grateful to the Canadian government for this crucial gesture of support for Ukraine.

    The Government attracts the best Ukrainian and world lawyers in this important work. Today we are going to make changes to the document that determines the procedure for protecting Ukraine's interests in international courts. We are to clearly define the powers of the Ministry of Justice and the Ministry of Foreign Affairs.

    Ukraine offers to conclude an international agreement that allows the use of russia's gold and foreign exchange reserves to pay compensation to victims of its invasion. Our partner countries will be able to sign it and launch a procedure to confiscate russian assets.

    We also propose to create a Fund, to which about $300 billion in russian funds will be directed. Compensation will be paid from this Fund, thus providing the resource to rehabilitate and our state after the victory.

    We will afford russia a chance to pay reparations in favor of Ukraine, but this is hardly possible. Therefore, we will follow the path of confiscating their assets and property. The same applies to the confiscation of all russian assets in Ukraine. Everything will be done in line with relevant procedures so that no questions arise in any international arbitration courts.

    The truth is ours, and we understand what we are fighting for. Therefore, we will win.

    Glory to Ukraine! Glory to the Armed Forces! Glory to the Ukrainian people!
