Building a booming economy, which is a core objective of the Government, envisages introduction of equal opportunities and rules, including through introduction of e-services with minimal or completely non-intervention of officials. Prime Minister of Ukraine Volodymyr Groysman made this statement, while opening the Government sitting. The agenda items were analysis of existing electronic services platforms, as well as plans for the extension of the mechanism of electronic auctions in obtaining licenses for the development of subsoil, privatization, land relations, etc.

"Some processes are non-transparent and that is a weak point. So, it is necessary to retrofit the system as well as to implement e-governance technologies, namely access, transparency, and unified rules, "Volodymyr Groysman said.

The Prime Minister recalled that Ministry of Justice of Ukraine, the State Fiscal Service (in terms of VAT refunds) has already demonstrated successful examples of e-services.

"And now we are talking about electronic auctions for subsoil use. Geological information has always been closed. There was literally a select club. Now information became public, there are platforms in which one can participate in tenders for the right to develop fossil fuels. I think this is a revolutionary step. It is necessary to expand opportunities - to create common rules for everyone. More and more people have to use these tools, thus the budget will receive more resources," the Head of Government emphasized.

According to the plan, a new system of tenders for the right to use subsoil will be triggered from January 1. "There won’t’ be double standards. Rules will be the same for everyone, therefore everything will work efficiently. For us, this is not only economic issue but also energy independence," Volodymyr Groysman claimed.
