Some UAH 35.2 billion allocated for implementation of Comprehensive Resilience Plans: funds distributed among regions
The Cabinet of Ministers of Ukraine has allocated UAH 35.2 billion for the implementation of Comprehensive Resilience Plans in the regions and selected cities. The funds will be directed toward protecting critical infrastructure, developing distributed generation, and ensuring the stable operation of heating, water supply, and wastewater systems under constant russian attacks.
Regional budgets, the Kyiv city budget, and the State Agency for Restoration and Infrastructure Development will receive funding. A significant share is earmarked for frontline regions, where critical infrastructure operates daily under threat of attack — in particular, Kharkiv, Dnipropetrovsk, Zaporizhzhia, Sumy, and Chernihiv regions.
“Our priority is to ensure that communities, especially those near the front line, have the real capacity to preserve heat, water, and electricity during attacks. Funding is provided for projects that strengthen the protection of critical infrastructure and are highly ready for implementation. Each completed facility increases the resilience of an individual region and of the entire state,” said Mykola Kalashnyk, Minister for Recovery, Infrastructure, and Transport of Ukraine.
When selecting projects, their readiness for implementation and the ability to complete work quickly and put facilities into operation were taken into account. Regional applications were preliminarily reviewed by an interagency working group with representatives of central executive authorities. Experts analyzed regional needs, calculations, and the practical effectiveness of proposed solutions.
The next stage is the fastest possible implementation of funded projects so that communities receive additional backup capacities and protected infrastructure, and life-support systems can operate stably under different scenarios of the heating season.
It should be recalled that earlier the Government had already allocated UAH 27.5 billion from the State Budget reserve fund to strengthen resilience and protect critical infrastructure. Taking into account the UAH 35.2 billion distributed by the Government on August 17, the total funding for these measures amounts to UAH 62.7 billion.
