More than 20 large business companies, including Nova Poshta, Ukrzaliznytsia, and Oschadbank, have already signed a letter of commitment with the Ministry of Economy of Ukraine on their readiness to participate in the development of the Human Capital Resilience Charter. This was announced by Tetiana Berezhna, Deputy Minister of Economy, during the event on the establishment of the Working Group on the Development and Implementation of the Human Capital Resilience Charter in Ukraine (HCR Charter).
“The preservation and resilience of human capital is a common task of the state and business. Currently, Ukraine has a significant labour force potential that we, together with employers, must activate and engage in economic activity,” Tetiana Berezhna said.
According to her, the potential labour force may include Ukrainians who:
“We need to understand how we will return and engage different categories of people in economic activity. We want to create a platform that will live, work and evolve every year. Ukrainian companies have already proven their ability to adapt and support employees in the face of unprecedented challenges. The next step is to jointly create an effective mechanism that will help develop talent, support veterans, integrate displaced people and ensure the long-term competitiveness of the economy,” said Roman Bondar, Korn Ferry’s Country Chair in Ukraine.
“The European Bank for Reconstruction and Development is pleased to support the Ministry of Economy in developing and implementing Ukraine’s first Human Capital Resilience Charter in close cooperation with Korn Ferry. In its work in Ukraine, the EBRD continues to prioritise the recovery and resilience of human capital. The new Charter initiative focuses on the important role that employers can play in meeting their business and human capital needs, opening up new employment, training and livelihood opportunities for all social groups in Ukraine, leaving no one behind. This is one of the prerequisites for Ukraine’s long-term recovery and economic prosperity,” said Irina Kravchenko, Deputy Head of the EBRD in Ukraine.

The development of the Human Capital Resilience Charter was announced at the URC-2024 held in June 2024 in Berlin. The initiative is being implemented by the Ministry of Economy of Ukraine, the European Bank for Reconstruction and Development (EBRD) and the Folke Bernadotte Academy (FBA), with the support of Korn Ferry Ukraine.
