More than UAH 1.5 billion for housing for internally displaced people: Government expands funding for communities

The Cabinet of Ministers of Ukraine has increased the subvention to local budgets from UAH 1 billion to more than UAH 1.56 billion. The additional funding will enable communities to provide more temporary and supported accommodation for internally displaced people, particularly in rural areas.

A further UAH 565.2 million will be allocated to expand the housing stock available to internally displaced people. The funds became available following a reassessment of the amount required for living allowance payments.

The Government has also updated the funding allocation procedure. Communities that missed the initial application deadlines or need additional resources will now be able to apply again during 2026. This will speed up the process and direct funding to where it is needed most.

“Providing internally displaced people with safe, high-quality housing remains one of our main priorities. We have seen strong demand from communities wishing to participate in the programme, so we have reallocated the savings to support as many families as possible. This decision will provide local authorities with additional resources to acquire and adapt properties as accommodation for people who have lost their homes,” said Minister of Social Policy, Family and Unity Denys Uliutin.

Local authorities use the subvention to establish temporary and supported housing. In June this year, the Government launched a project to provide housing for internally displaced people in rural areas.

Priority will be given to:

• large families;
• people with disabilities and families raising children with disabilities;
• orphans and people deprived of parental care;
• older people.

The revised funding allocation will help communities make effective use of state support by the end of 2026 and, most importantly, enable hundreds of Ukrainian families who have lost their homes to find a safe and comfortable place to live.
