Ministry of Digital Transformation: Government establishes coordination headquarters to ensure communications during blackouts
An air-raid siren, a call to loved ones, or summoning an ambulance – none of this is possible without stable communications. Due to systematic russian attacks on energy infrastructure, the Cabinet of Ministers has established a coordination headquarters to ensure the uninterrupted operation of communication networks.
The coordination headquarters will function as a single centre uniting the efforts of central and local authorities, communications operators, and other state bodies. Its primary task is to anticipate and respond to risks so that networks continue to operate even during prolonged power outages.
To this end, clear rules of interaction will be established: operators will receive fuel for generators more quickly, technical teams will gain access to damaged facilities, and all critical issues will be resolved without bureaucratic obstacles. The headquarters will also analyse the situation and submit recommendations directly to the Cabinet of Ministers.
The headquarters includes representatives from mobile operators – Kyivstar, Vodafone Ukraine, and lifecell – as well as the Deputy Minister of Energy, the Head of the National Commission for State Regulation of Energy and Public Utilities, and representatives from the Ministry of Defence, Ministry of Internal Affairs, Security Service of Ukraine, National Police, Main Intelligence Directorate, and State Emergency Service. Regional state administration heads and the Head of the National Commission for State Regulation of Communications are also involved. The headquarters will be chaired by the First Deputy Prime Minister and Minister of Digital Transformation, Mykhailo Fedorov.
