Yulia Svyrydenko: Preparing to launch the Government’s Winter Support programme
Today, the Cabinet of Ministers approved the operating mechanism for the Government’s Winter Support programme and the payment of assistance to citizens. This was announced by Prime Minister of Ukraine Yulia Svyrydenko following the Cabinet meeting.
“The aim of Winter Support is to reach as wide a circle of people as possible with state assistance ahead of winter, helping to pay utility bills and cover basic needs. Its key element is a one-off payment of UAH 1,000 for every citizen currently in Ukraine. Starting this Saturday, 15 November, until 24 December 2025, every Ukrainian will be able to submit an application. Assistance can be applied for both for oneself and for a child,” noted Yulia Svyrydenko.
The funds can be received by submitting an application in one of two ways:
- Via the Diia app. After processing, the funds will be credited to the National Cashback card. They can be spent on utility services, medicines, Ukrainian-made products, postal services, books, charity, and donations to the Armed Forces.
- At a Ukrposhta branch. The payment will be credited to a special account. Funds received in this way can be spent on Ukrainian-made goods at Ukrposhta branches, as well as on utility payments and donations.
They can be used until 30 June 2026.
