Oleksandr Kubrakov: Together with our partners, we are switching to mid-term planning for recovery until 2027


On July 25, the Deputy-Prime Minister for the Restoration of Ukraine - Minister for Communities, Territories and Infrastructure Development, Oleksandr Kubrakov, took part in the meeting of the Fifth Steering Committee of the Multi-agency Donor Coordination Platform for Ukraine.

During the meeting, the top official presented priorities for the recovery of Ukraine for 2023 and medium-term plans for reforming Ukraine.

"We have come an important way from structuring financial instruments to a detailed analysis of sectoral needs at international workshops. We are now moving to joint medium-term planning until 2027. We are synchronizing regional policy, updating sectoral strategies, and preparing relevant three-year investment programs.

Regarding the priorities of recovery, we focus not only on the reconstruction of critical and social infrastructure, housing and transport, but also on the economic development of communities, the issue of jobs and business opportunities in the liberated territories.

Together with our partners, we must simultaneously overcome the path to membership in the European Union, carrying out reforms, rebuilding the destroyed infrastructure and modernizing the country as a whole," said Oleksandr Kubrakov, Deputy Prime Minister for the Restoration of Ukraine - Minister for Communities, Territories and Infrastructure Development.

The parties also discussed the initiative of the European Commission to create a special financial instrument for Ukraine (Ukraine Facility). It provides for the allocation of up to EUR 50 billion to support Ukraine for the period 2024-2027.

Oleksandr Kubrakov informed the partners that the government team was developing a special road map - the Ukraine Plan for structural reforms and investment projects that Ukraine plans to implement in the next 4 years.

The Ministry for Communities, Territories and Infrastructure Development has proposed a vision of integrated planning that integrates the State Strategy for Regional Development, the Plan for Reconstruction and Development of Regions, the Program for Integrated Development of Communities, as well as sectoral strategies, which must be updated by the relevant ministries.

The interdepartmental coordination donor platform for Ukraine was launched in January 2023. Its purpose is to coordinate international efforts to provide financial support to Ukraine in the short and medium term.

The platform unites representatives of Ukraine, the G7, the European Union, as well as partners from international financial institutions, in particular the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), the International Monetary Fund (IMF), the World Bank and the Development Bank of the Council of Europe.
