  • Oleksandr Kubrakov: Hromadas need to record losses in order to receive reparations from russia for damage caused by Kakhovka HPP blow-up

    On the initiative of the Ministry for Communities, Territories and Infrastructure Development, the Government recommended that the military administrations of Kherson region and the city of Kherson begin the process of assessing the consequences of the Kakhovka hydroelectric power plant dam blow-up as a result of armed russian aggression.

    “After the rescue operation and the demining of the territory, it is necessary to start inspecting the facilities that were at the epicentre of the disaster. Where they do not already exist, local authorities must set up commissions to start recording the damage and destruction of housing and other facilities. All information should be recorded in a register of damaged and destroyed property. We have two objectives here. The first is to ensure that people affected by the Kakhovka HPP blast can get financial help to rebuild their homes. The second goal is to force russia to pay reparations for the damage in the future,” said Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities, Territories and Infrastructure Development.

    According to the headquarters for the liquidation of the consequences of the Kakhovka HPP blow-up, 31 water supply and sewage facilities have been damaged, and 28 large industrial facilities have been flooded. More than 3,500 houses in 48 settlements remain flooded. Parts of the Kherson-Genichesk national road are also under water.

    The State Register of Damaged and Destroyed Property is a verified record of the destruction caused by the russian armed aggression. The digital system records damage in order to determine the amount of reparations to be paid by russia in the future.

    The Law “On compensation for damage and destruction of certain categories of immovable property as a result of hostilities, terrorist acts, sabotage caused by the armed aggression of the russian federation against Ukraine, and the State Register of property damaged and destroyed as a result of hostilities, terrorist acts, sabotage caused by the armed aggression of the russian federation against Ukraine" came into force on 22 May 2023.

    The law defines the list of recipients of compensation for destroyed and damaged housing, its types, the mechanism of assessment and decision-making on its provision.
