Ministry for Communities and Territories Development and JICA strengthen cooperation in infrastructure and housing restoration
Representatives of the Ministry for Communities and Territories Development held a meeting with Osamu Hattori, Chief Representative of the Japan International Cooperation Agency (JICA) in Ukraine, and the agency’s team. Deputy Ministers Artem Rybchenko and Yevhen Dubohryz discussed key areas of cooperation in the recovery of infrastructure, the housing stock, increasing the energy resilience of communities, and attracting investment for Ukraine’s reconstruction.
Particular attention was paid to the condition of road infrastructure. The Japanese side informed that within the framework of the grant agreement “Emergency Recovery Program” (Phase 4), the implementation of which began in April 2025, it is planned to supply 22 units of equipment for monitoring road conditions. This will allow technical inspections of road surfaces to be carried out and enable more effective planning of repair works.
During the meeting, Artem Rybchenko presented the Ministry’s approaches to the national recovery policy and the strategy for the comprehensive recovery of communities. Particular attention was paid to the recovery of frontline regions that have suffered the greatest destruction.
“Our task is not only to rebuild destroyed facilities, but to comprehensively restore communities. This includes modernizing infrastructure, restoring housing, and creating conditions for economic development and the return of people. In this process, the support of international partners, in particular Japan and JICA, is extremely important,” said Artem Rybchenko.
The participants of the meeting also discussed increasing the energy resilience of communities and preparations for the next heating season. JICA informed about plans to procure generators within the framework of partnership support.
Among other areas of cooperation are the restoration of the housing stock and the possibility of involving Japanese companies in the implementation of construction projects in Ukraine, in particular through pilot reconstruction projects in specific cities or communities.
Yevhen Dubohryz presented the Ministry’s work in the area of managing state-owned enterprises, of which there are 42 under the Ministry’s management. One of the priority tasks is to increase their investment attractiveness and attract private capital through public-private partnership mechanisms, direct investments, and other financial instruments.
