Ministry for Communities and Territories Development presents Transport Data Hub initiative
On 15 December in Kyiv, the Ministry for Communities and Territories Development of Ukraine presented the Transport Data Hub initiative – a unified national platform for consolidating and analysing transport and logistics data. The event was held with the support of the “Digitalisation for Growth, Integrity and Transparency” (UK DIGIT) project, implemented by the Eurasia Foundation and funded by UK Dev.
The Transport Data Hub is designed to provide government institutions, local authorities and businesses with access to structured analytics in the fields of transport, mobility and logistics. The platform aims to offer tools for route planning, demand assessment, analysis of population mobility, effective decision-making, and reducing corruption risks in the transport sector.
«Today, transport is not only about connections between cities – it is about defence capability, economic reconstruction and people’s mobility. That is why we are launching the Transport Data Hub – a national platform that brings together key transport data and enables the state, communities and businesses to make decisions based on accurate monitoring. This is a tool that changes approaches to transport governance, increases transparency and lays the foundation for a modern, European transport policy for Ukraine,” said Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development Oleksii Kuleba.
The opening of the event was attended by Jasmine Bourne, Governance Lead at the British Embassy in Ukraine.
According to her, the Transport Data Hub brings together key datasets on mobility and transport, enabling public institutions and decision-makers to increase transparency, reduce corruption risks and make informed decisions in transport governance. This initiative will allow for faster and more rational decisions on route networks and infrastructure investments, increase budget revenues, improve services for citizens and ensure more efficient use of public resources. Support for this initiative through the UK DIGIT project reflects United Kingdom’s broader commitment to helping Ukraine build resilient and effective public institutions.
The presentation of the Transport Data Hub platform was delivered by Deputy Minister for Communities and Territories Development of Ukraine Serhii Derkach. During the presentation, the key products of the platform were showcased, including:
- The citizen mobility dashboard, which enables analysis of population movements and demand for transport services. Available at – https://transport-hub.mindev.gov.ua/dashboard-mobility.html
- The international routes dashboard, which provides analytics on logistics flows and border crossings and was developed with the support of UK DIGIT. Available at – https://bus.e-transport.gov.ua
- The results of the study “The Economic Impact of the International Bus Transport Reform” demonstrating the effects of regulatory changes on the transport market.
“Transport Data Hub is a set of practical analytical tools that can already be used by the state, communities and businesses. The mobility and international bus route dashboards make it possible to see real passenger flows, border congestion, transport geography and demand dynamics. This forms the basis for balanced decision-making – from opening or adjusting routes to planning infrastructure investments and assessing the economic impact of reforms in the transport sector,” emphasised Serhii Derkach, Deputy Minister for Communities and Territories Development of Ukraine.
Following the presentation, a panel discussion titled «How Data Shapes the Future of Transport Decisions» took place, bringing together representatives of central and local authorities, businesses and the expert community. Participants discussed the role of data in managerial decision-making, cooperation between the public sector and business in implementing digital solutions, the importance of open data and transparency in the transport sector, as well as the practical use of the Transport Data Hub to improve transport connectivity.
“Transport Data Hub marks a shift from intuitive decision-making to data-driven transport policy. We already see how analytics are changing approaches to route network planning, border management and infrastructure development. Data makes it possible not only to plan more accurately, but also to identify anomalies, prevent abuse and increase the efficiency of public resource use. This is how a modern, transparent and predictable transport system is built,” said Andrii Bratus, Deputy Minister for Communities and Territories Development of Ukraine for Digital Development, Digital Transformations and Digitalization.
“Data does not exist without digital services. That is why it is important for the state to invest both in digital solutions and in a culture of using data for decision-making. Digital tools already in place, including eQueue, demonstrate a tangible economic effect: they help the state save resources, optimise processes and improve overall efficiency,” said Nadiia Konashchuk, Head of the Digital Innovation Component of the “Digitalisation for Growth, Integrity and Transparency” (UK DIGIT) project.
“Safety does not begin with an inspection on the road. It begins with trust. From the moment a passenger opens a service and sees a clear, comprehensive picture in one place: the route, the carrier, a valid licence, the vehicle and its reputation. When a person knows this is a legitimate carrier – not a random bus with no responsibility that could leave passengers in the middle of nowhere if something goes wrong»: emphasised Valerii Kulyk-Kulychenko, CDTO of Ukrtransbezpeka.
“For Chernihiv, data has become a key tool in ensuring the stable operation of public transport, particularly when it comes to compensating carriers for transport services. The introduction of an automated trip accounting system made it possible to accurately calculate compensation needs and plan the city’s transport budget based on real data rather than estimates. Such solutions allow communities to maintain transport accessibility even under challenging conditions and strengthen trust between the city and carriers. At the same time, it is important to take these cases and use analytics to inform decision-making at the national level,” said Oleksandr Ryzhyi, Head of the Transport Department of the Chernihiv City Council.
The Transport Data Hub initiative is partnered with the global technology company Mastercard. During the panel discussion, Valerii Novikov, Director of Commerce Development at Mastercard in Ukraine and Moldova, highlighted the importance of data for the development of modern transport systems. He also noted that platforms such as Transport Data Hub make it possible to combine analytics, digital solutions and real user needs in order to improve mobility, infrastructure planning and the overall user experience.
The event brought together representatives of central government authorities, local self-government bodies, transport operators, business associations and the expert community, and became an important step in advancing data-driven approaches to transport sector governance in Ukraine.
