Ministry of Youth and Sports and NGO sign Memorandum of Cooperation to develop and launch EU Youth Guarantee initiative
The Ministry of Youth and Sports of Ukraine and The 3.5 Percent NGO have signed a Memorandum of Cooperation with the aim of joining forces in the development and implementation of a mechanismof the European Union's Youth Guarantee initiative in Ukraine.
The document was signed by the Minister of Youth and Sports of Ukraine Matvii Bidnyi and the head of The 3.5 Percent NGO Julian Krytsak. The signing ceremony was also attended by Deputy Minister Andrii Chesnokov and the Coordination Team for the Development and Implementation of the EU Youth Guarantee Initiative.
"This Memorandum will help us in the process of forming a comprehensive system of support for young people in Ukraine. We clearly understand that the renewal of human capital, the expansion of opportunities for self-realization, and the strengthening of social cohesion are the foundation of sustainable development of the state. That is why today we are laying the political groundwork for the implementation of decisions that will respond to the challenges of today and bring Ukraine closer to the implementation of initiatives such as the Youth Guarantee," said Matvii Bidnyi.
The signing of the Memorandum is another step towards forming a cross-sectoral partnership to launch an innovative youth support system in Ukraine. The initiative shall promote employment, social integration, and the development of skills necessary for a sustainable future for young Ukrainians.
The document defines a number of priority areas, including:
- development of a Youth Guarantee pilot project;
- joint research and analysis of youth needs;
- creation of conditions for internships and career development opportunities;
- strengthening youth infrastructure;
- strengthening social cohesion.
The partnership also provides for the implementation of interagency coordination tools, the development of regulatory documents, and the development of a partnership network with Ukrainian and international organizations.

The partnership with the 3.5 Percent NGO is about the synergy of public policy and expert initiatives that have emerged as a result of practical work with young people on the ground. From now on, this cooperation will have institutional framework and strategic development.
The EU Youth Guarantee initiative is a concrete response to the challenges faced by young people in the context of war, economic instability, and the need for rapid labor market transformation.
The memorandum will remain in force until the end of 2026 and includes the implementation of a number of initiatives in partnership with other stakeholders, in particular within the framework of EU support.
