Ministry of Finance: Over the week, entrepreneurs received 717 affordable loans totaling UAH 1.9 billion under the 5-7-9% state program
Over the past week, under the Government’s Affordable Loans at 5-7-9% programme, micro, small, and medium-sized enterprises received 717 preferential loans totalling UAH 1.9 billion, including 525 loans worth UAH 1 billion from state-owned banks.
Since the start of 2025, entrepreneurs have obtained 21,232 loans worth UAH 62.1 billion under the 5-7-9% programme, with 14,737 loans amounting to UAH 30.7 billion from state-owned banks.
During martial law in Ukraine, 90,867 loans worth UAH 338.6 billion have been issued (including 66,599 loans worth UAH 172.4 billion from state-owned banks). As of 6 October 2025, these include:
- UAH 49.94 billion for investment purposes;
- UAH 77.58 billion for working capital financing;
- UAH 47.49 billion for agricultural producers;
- UAH 48.65 billion for agricultural product processing;
- UAH 3.16 billion for energy service financing;
- UAH 56.85 billion for anti-war purposes;
- UAH 43.17 billion for lending in high-risk war zones.
Since the programme’s inception, 125,689 loan agreements worth UAH 428.2 billion have been signed, including 87,075 agreements worth UAH 199.1 billion from state-owned banks.
The programme is implemented by the Business Development Fund (BDF), wholly owned by the Ukrainian Government through the Ministry of Finance, which coordinates all key aspects of the Fund’s operations.
Under the Affordable Loans at 5-7-9% programme, the BDF has partnered with 46 banks. The state continues to provide all necessary compensation payments to support businesses under the programme’s loan agreements.
Last autumn, the Government endorsed changes proposed by the Ministry of Finance to improve financial support processes for micro, small, and medium-sized enterprises, particularly vital during the full-scale war. These changes enhance the Affordable Loans at 5-7-9%, Affordable Financial Leasing at 5-7-9%, and Affordable Factoring programmes.
